What it does

• Updates the legal definition of a 'record' to include motion pictures, photos, audio or video recordings, electronic mail, and other documents regardless of physical form.
• Clarifies that public records do not include library books, museum items kept only for reference or display, extra copies made just for convenience, or stocks of publications.
• Allows municipalities to charge requesters for the actual salary and benefit costs of staff who search, review, redact, and copy requested records.
• Gives the Department of Public Safety the same power as cities to require payment for personnel time before releasing records.
• Requires that these fees be paid in full or in advance before any documents are shown to the requester.
