What it does

• Requires insurers to list all licensed hospitals, skilled nursing facilities, mental health centers, substance abuse facilities, and tribal health organizations in their provider network.
• Mandates that insurer networks include a specific percentage of doctors, physician assistants, and advanced practice nurses based on the region where coverage is sold.
• Divides Alaska into six contracting regions with different minimum percentages for included providers: 70% for Anchorage, 75% for Mat-Su and Fairbanks areas, and 80% for other regions.
• Allows insurers to request a temporary exception from these standards for up to 36 months if they submit a plan to meet the rules later.
• Requires insurers to report annually whether they meet these network standards as part of their rate filings with state officials.
