Allows the Arizona Department of Transportation (ADOT) to renew a registration for a motorcycle only if at least one of the registered owners of the motorcycle is licensed to legally operate a motorcycle in Arizona. Background The Motorcycle Safety Fund is administered by the Director of the Governor's Office of Highway Safety and consists of monies deposited from $1 of each motorcycle registration fee collected. The Director of the Governor's Office of Highway Safety must use monies to implement and support voluntary motorcycle education, awareness, training and other programs and can use monies to cover the cost of materials for motorcycle safety programs ( A.R.S. � 28-2010 ). The Motorcycle Safety Fund has an estimated FY 2026 year-end balance of $76,200 ( JLBC Baseline ). The Joint Legislative Budget Committee (JLBC) fiscal note estimates that the fiscal impact of H.B. 2114 would be minimal ( JLBC Fiscal Note ). Provisions 1. Requires the Director of the Governor's Office of Highway Safety to use monies deposited into the Motorcycle Safety Fund as follows: a) up to 75 percent to implement and support voluntary motorcycle education, awareness and training programs and materials for those programs; and b) up to 25 percent for scholarships for motorcycle driver education programs for persons that are from rural or low-income areas in Arizona to increase access to motorcycle training programs. 2. Stipulates that ADOT may renew a registration for a motorcycle only if at least one of the registered owners of the motorcycle is licensed to legally operate a motorcycle in Arizona. 3. Allows ADOT to issue a 30-day temporary registration if the person shows valid proof of enrollment in an ADOT-approved motorcycle training program. 4. Stipulates that, if the registered owner of a motorcycle is a trust, trustee named in the trust must be legally licensed to operate a motorcycle to renew a registration. 5. Exempts motorcycles owned by a business from prescribed requirements. 6. Becomes effective on January 1, 2027. Amendments Adopted by the Committee of the Whole 1.
