HB2763 - 572R - Senate Fact Sheet Assigned to NR���������������������������������������������������������������������������������������������������������������������� FOR COMMITTEE ARIZONA STATE SENATE Fifty-Seventh Legislature, Second Regular Session FACT SHEET FOR H.B. 2763 shooting range; closure; conditions Purpose Adds, to the statutorily prescribed conditions that allow the Arizona Game and Fish Commission (Commission) to close a shooting range, that the Legislature must adopt a joint resolution approving the closure. Background The Commission may not close a shooting range unless: 1) the Director of the Arizona Game and Fish Department recommends the closure in writing; 2) the Commission issues a report detailing the basis for the recommendation; 3) the Commission unanimously approves the closure after public hearings have been held to discuss the closure in the three counties with the highest population; 4) the Joint Committee on Capital Review reviews the closure recommendation; and 5) the Governor approves the closure in an executive order ( A.R.S. � 17-621 ). The Commission may adopt rules relating to range operations at public shooting ranges operated by and under the jurisdiction of the Commission, including the hours of operation, the fees for the use of the range, the regulation of groups and events, the operation of related range facilities, the type of firearms and ammunition that may be used at the range, the safe handling of firearms at the range, the required safety equipment for a person at the range, the sale of firearms, ammunition and shooting supplies at the range and the authority of range officers to enforce these rules, to remove violators from the premises and to refuse entry for repeat violations ( A.R.S. � 17-231 ). There is no anticipated fiscal impact to the state General Fund associated with this legislation. Provisions 1. Adds, to the statutorily prescribed conditions that allow the Commission to close a shooting range, that the Legislature must adopt a joint resolution approving the closure. 2. Makes technical and conforming changes. 3. Becomes effective on the general effective date.
