Changes to Mail Ballot and Sample Ballot Deadlines

What it does
- Moves the deadline for sending mail ballots to active registered voters who live inside the state from not later than 20 days before an election to on or after the fifth Monday but no later than the fourth Monday before the election.
- Allows county or city clerks to let a voter choose to receive their mail ballot earlier than the new required deadline if they want it sooner, provided ballots are available for distribution.
- Requires sample ballots to be sent to registered voters before the date that mail ballots must be distributed for that same election.
- Updates rules so that sample ballots for elections about creating a city are also sent by the time mail ballots go out.
