West Virginia Industrial Access Road Fund Updates

Requires counties or cities to provide a financial guarantee (surety) equal to the road cost if no factory is built yet and it is not an approved Business Ready Site, unless the grant was awarded before approval as a ready site.
Limits unmatched funding for any one county or city to $800,000 per year, with matched funds capped at $300,000 if additional local money is provided.
