Subject: Highway funding Summary/Major Elements: The act requires a follow-up, phase II study to a phase I study completed on Interstate 80 in the fall of 2008. The new study, and the old study, focus on the methods, benefits and detriments of requiring tolling on Interstate 80. Generally, the phase II study will expand upon the topics and options outlined in the phase I study, including: o The number of lanes to be constructed and tolled. o The fiscal and other impacts of tolling. o Financing options for construction. o Federal funding impacts. o Public education and outreach. o Review of tolling techniques. The department of transportation must use federal highway planning funds to fund the study. Comments: The study must be completed by September 1, 2009 and be submitted to the joint transportation, highways and military affairs interim committee. **Final action on this bill was not taken at the time this summary was prepared.
