health care reform demonstration project.
Summary/Major Elements:
This act:
o
Creates a health care reform
demonstration project, to be administered by the Wyoming Health Insurance Pool
board, for low-income employed persons;
o
Establishes a benefit design
committee to design a health benefits package and plan of operation for the
project;
o
Stipulates that the benefits
package include preventive services, clinical prevention services, a personal
health account for uninsured expenses and a HIPAA-compliant insurance plan;
o
Provides for detailed fiscal
analysis of the project, including comparison to Medicaid and comparison of
specified service-delivery models;
o
Limits enrollment in the
demonstration to 500 participants initially and, subject to the governor's
approval, 2,500 participants after the first year of operation.
Comments:
Annual report required from Dept. of Health to joint Labor
Committee beginning Oct. 1, 2010.
Appropriates $25,000 for administration and $750,000 for
program costs from the tobacco settlement trust account.
Contains delayed repeal date of December 31, 2015 and
requires completion of the project on July 1, 2015.
