Subject: Provides the date when special assessments by a water conservancy district may be imposed and are due. Summary/Major Elements: Current law requires a county to assess the operating and maintenance charges for the upcoming year for any water conservancy district on or before the third Monday in July. Process has been cumbersome and expensive for some counties. Bill provides option for a water conservancy district to do its own billing and collection of special assessments, operating and maintenance charges. The district may do so after the third Monday in July or before the third Monday in October. This allows for a district to more accurately predict how much water will be available for use within the district.
