HB165: Annual Reports on State and Federal Funding for Public Colleges

This bill requires public colleges in Alabama to submit yearly reports showing how much state and federal money they receive, spend, and what plans they have if that funding drops.

What This Bill Does

  • Requires each public college or university to send an annual report by October 31 listing all state and federal funds received and spent for the previous year.
  • Asks schools to calculate the percentage of their total budget that comes from state and federal sources.
  • Mandates a plan for how the school will operate if it loses at least 5 percent or 20 percent of its state or federal funding.
  • Removes the Alabama Community College System from older reporting rules while adding new requirements under Section 41-4-98.
  • Directs the Executive Budget Office to collect these reports and send a summary to the Legislature by January 1.

Who It Names or Affects

  • Public institutions of higher education in Alabama, including universities and colleges authorized by the state legislature or constitution.
  • The Alabama Community College System for reporting on schools under its supervision.
  • The Executive Budget Office, which must compile and summarize the reports from all public colleges.

Terms To Know

Federal Receipts
Money received from federal sources such as grants, loans, property, or insurance that is reported in a single audit.
State Receipts
Financial help given by the state through direct appropriations or specific funds like the Education Trust Fund. This does not include tuition money paid by students.
Single Audit
A review of an organization's financial statements and federal awards as described in U.S. law to ensure accuracy.

Limits and Unknowns

  • The bill does not specify what happens if a school fails to submit the required report by October 31.
  • Committees must use these reports when considering budget changes, but they are allowed to take no action or other actions.

Amendments

These notes stay tied to the official amendment files and metadata from the legislature.

EJTTP29-1

R 228

Adopted

Plain English: This amendment updates HB165 to require public colleges and universities in Alabama to submit an annual report detailing their state funding receipts, broken down by source and certified as accurate.

  • Requires the annual report to specifically list 'State Receipts' for financial assistance received from the state.
  • Mandates that institutions send this report to the Executive Budget Office by October 31 each year.
  • Ensures the data covers the previous fiscal year and is listed separately by funding source with a certification of accuracy.
  • Includes the Alabama Community College System in these reporting requirements.
  • The provided text cuts off mid-sentence at the end, so it does not fully explain what action the Executive Budget Office must take after receiving the report.
  • Because the amendment only shows specific line replacements, we cannot see how these changes affect other parts of the bill that were not listed.
