Plain English: This amendment officially allows Alabama to join a federal program that gives tax credits to people who donate money to scholarship organizations.
The state of Alabama is now allowed to participate in the federal tax credit for donations to scholarship groups under law 26 U.S.C. § 25F.
The Department of Revenue must create and publish a yearly list of eligible local scholarship organizations on its website.
The Department of Revenue will send this list to the U.S. Treasury Secretary to prove the state follows federal rules.
This change only applies to tax years starting after December 31, 2026.
Specific details about how donations are processed or exact dollar amounts for credits depend on future rules created by the Department of Revenue and federal guidance.
