Plain English Breakdown

The bill specifies maximum amounts for each initiative but does not detail how agencies will run them beyond general purposes.

HB591: Funding for Alabama's Rural Health Transformation Program

This law provides up to $203,404,327 in federal funds from the One Big Beautiful Bill Act of 2025 to support rural health initiatives managed by ADECA.

What This Bill Does

  • Appropriates up to $203,404,327 for ten specific programs including electronic records, maternal care, workforce training, and emergency services.
  • Allows unspent funds from the fiscal year ending September 30, 2026, to be carried forward for use in the next fiscal year starting October 1, 2026.
  • Requires state leaders to agree before moving money between projects or asking federal agencies for permission to change spending plans.
  • Creates a Joint Legislative Oversight Committee on Rural Health Transformation Program Funds with authority to request reports and hold hearings.

Who It Names or Affects

  • The Alabama Department of Economic and Community Affairs (ADECA), which manages the funds.
  • Rural health providers, hospitals, and emergency medical services in Alabama that receive program support.
  • Members of the state legislature who serve on the new oversight committee.

Terms To Know

Supplemental appropriations

Reappropriated funds
Money that is not spent by the deadline and is allowed to be used again in the next year for the same purpose.
Centers for Medicare and Medicaid Services (CMS)
The federal agency that must approve changes to how these specific funds are reallocated between projects.

Limits and Unknowns

  • Spending cannot violate any federal laws or rules attached to the money.
  • If CMS does not agree to move money between projects, ADECA must follow original spending plans and CMS requirements.
  • The law sets maximum amounts for each project but allows up to $20.3 million for administration costs.

Amendments

These notes stay tied to the official amendment files and metadata from the legislature.

5VQZH63-1

R 1126

Adopted

Plain English: This amendment creates a new group of lawmakers to watch over how money for rural health programs is spent.

  • It establishes the Joint Legislative Oversight Committee on Rural Health Transformation Program Funds.
  • The committee will include leaders from both the House and Senate, plus members appointed by party leaders.
  • Two specific chairs from finance committees in each chamber will lead this new group together.
  • The committee has the power to ask for reports and hold meetings to check on how rural health money is used.
  • The text does not explain exactly what rules or limits apply if a program fails to follow the law.
  • It is unclear how often the committee must meet after their first meeting within 30 days.
