Rules for Tethering and Confining Dogs

This law sets rules about how dogs can be tethered or confined outside, including requirements for food, water, shelter, and safety. It also lists exceptions and penalties for violations.

What This Bill Does

  • Prohibits tying a dog to a stationary object unless using a trolley system that meets specific criteria like providing continuous access to food, water, and shelter.
  • Bans the use of logging chains or choke/pinch collars when tethering dogs.
  • Requires enclosures for confined dogs to have enough space for movement and provide constant access to food, water, and shelter.
  • Exempts certain activities like veterinary practices, dog shows, service dogs, and walking a dog on a leash from these rules.
  • Specifies that dogs must have proper shelter when tethered or confined outside, including bedding in cold weather and protection from the elements.
  • Allows exceptions for dogs used in agriculture or hunting and individuals temporarily tethering dogs near their business.

Who It Names or Affects

  • Dog owners who keep dogs outside.
  • Veterinarians and animal shelters.
  • Individuals involved in dog shows, contests, and training sessions.
  • Law enforcement officers enforcing the law.

Terms To Know

adequate food
Food given to a dog at suitable intervals and enough quantity to prevent starvation or health risks from lack of food.
properly fitted collar or harness
A collar or harness that fits the dog correctly, allowing normal breathing and movement without choking.

Limits and Unknowns

  • The law does not apply to dogs used for agriculture, hunting training, or temporary tethering near a place of business.
  • It is unclear how strictly these rules will be enforced in practice.
