Plain English Breakdown

The bill text specifies that live performances must be by a 'school-sanctioned band program, choral program, vocal group, or vocalist,' which was kept in what_it_does but generalized slightly for readability.

Weekly Star-Spangled Banner in Alabama Public Schools

This bill proposes a change to the state constitution that would require public K-12 schools to broadcast or perform the first stanza of The Star-Spangled Banner at least once each week during school hours.

What This Bill Does

  • Requires local boards of education to create policies for weekly broadcasts or performances in public schools.
  • Mandates that only the first stanza of The Star-Spangled Banner be used.
  • Allows schools to play a recording archived by the Library of Congress during school hours.
  • Permits schools to use original sheet music from the Library of Congress for live performances by sanctioned groups or singers.
  • Sets up an election where voters must approve this change before it becomes part of the state constitution.

Who It Names or Affects

  • Local boards of education in Alabama
  • Public K-12 schools and their students

Terms To Know

Constitutional Amendment
A formal change to a state's constitution that must be approved by voters in an election.
Local Board of Education

Limits and Unknowns

  • This rule only takes effect if voters approve it in an election.
  • The bill does not specify which days or times during the school week the broadcast must happen, as long as it occurs at least once per week.
  • Schools may choose between a recording and a live performance using materials from the Library of Congress.

Failed

Plain English: This amendment adds a rule requiring Senator Gerald Allen to personally sing the national anthem every day the Senate meets, as long as he remains a member.

  • Senator Gerald Allen must sing the Star-Spangled Banner at the start of each legislative session.
  • The amendment text is incomplete and does not explain how this change affects public K-12 schools mentioned in the original bill title.
  • It is unclear if other senators or school programs are affected because only Senator Allen's specific duty is described.

(1) During the Battle of Baltimore of the War of 1812,

Washington, D.C.
(2) The release of Dr. Beanes was secured, but Key and

McHenry, one of the forts defending Baltimore.
(3) On the morning of September 14, 1814, after the

through the clearing smoke to see a 42-foot by 30-foot
