Alaska Gas Pipeline Fairbanks Spur

This law updates the mission of a state corporation to build an in-state natural gas pipeline that includes a direct line to Fairbanks and allows tax money from this project to fund local connections.

What This Bill Does

  • Updates the purpose of the Alaska Gasline Development Corporation to develop in-state natural gas pipelines for the benefit of the people of the state.
  • Requires any new pipeline plan under specific sections to include a direct spur line connecting to the City of Fairbanks and the Fairbanks North Star Borough.
  • Sets goals for delivering natural gas, propane, and other hydrocarbons (excluding oil) at the lowest possible rates to communities in the Southcentral region and elsewhere.
  • Limits fees charged by the corporation when providing services to state agencies or public entities to only cover actual costs.
  • Creates a separate account for taxes collected from gas transported through pipelines developed under specific sections of this law.
  • Allows the legislature to use money from that tax account to build pipeline connections to homes and businesses.

Who It Names or Affects

  • The Alaska Gasline Development Corporation
  • Residents and communities in Fairbanks, Southcentral Alaska, and other parts of the state
  • Businesses and public utilities seeking natural gas service
  • State agencies including the Department of Natural Resources and the Department of Revenue

Terms To Know

Spur line
A direct branch pipeline that connects a main route to a specific destination like Fairbanks.
Hydrocarbons associated with natural gas other than oil
Substances found alongside natural gas, such as propane, but not including oil.
Appropriate
To officially set aside money from the government budget for a specific use.

Limits and Unknowns

  • The bill does not state how much funding is available to build these pipelines or connections.
  • The text says rates should be as low as possible but does not list exact prices consumers will pay.
  • For some goals, the law requires the corporation to 'endeavor' (try its best), which may mean success depends on market conditions.
