* Sec. 7. ALASKA HOUSING FINANCE CORPORATION. (a) Section 14(b), ch. 1, 1
SSSLA 2021, as amended by sec. 20, ch. 1, FSSLA 2023, and sec. 11(a), ch. 7, SLA 2024, is 2

(b) The amount of federal receipts received for the support of rental relief, 4
homeless programs, or other housing programs provided under fed eral stimulus 5
legislation, estimated to be $131,000,000 [$127,000,000], is appropriated to the 6

June 30, 2025, June 30, 2026, and June 30, 2027. 22
(b) The sum of $2,756,227 is appropriated from the general fund to the Department of 23
Law, civil division, deputy attorney general's office, for the purpose of paying judgments and 24
settlements against the state for the fiscal year ending June 30, 2025. 25
(c) The amount necessary to pa y the Supplemental Nutrition Ass istance Program 26
penalty assessed for federal fiscal year 2023, estimated to be $5,954,328, is appropriated from 27

(17) [(15)] if the proceeds of state general obligation bonds issu ed are 19
temporarily insufficient to cover costs incurred on projects ap proved for funding with 20
these proceeds, the amount necessary to prevent this cash defic iency, from the general 21
fund, contingent on repayment to the general fund as soon as ad ditional state general 22
obligation bond proceeds have been received by the state; and 23
(18) [ ( 1 6 ) ] i f t h e a m o u n t n e c e s s a r y f o r p a y m e n t o f d e b t s e r v i c e a nd 24
accrued interest on outstanding State of Alaska general obligat ion bonds exceeds the 25
amounts appropriated in this s ubsection, the additional amount necessary to pay the 26
obligations, from the general fund for that purpose. 27
* Sec. 15. FUND CAPITALIZATION. (a) The sum of $29,000,000 is appropriated from the 28
general fund to the disaster relief fund (AS 26.23.300(a)). 29
(b) The sum of $13,141,700 is appropriated from the general fun d t o t h e f i r e 30
suppression fund (AS 41.15.210) for fire suppression activities. 31

* Sec. 16. Section 1, ch. 8, SLA 2024, page 14, lines 5 - 7, is repealed. 1
* Sec. 17. LAPSE OF APPROPRIATIONS. (a) The appropriations made in secs. 4 - 6 and 2
13 of this Act are for capital projects and lapse under AS 37.25.020. 3
(b) The appropriations made in s ec. 15 of this Act are for the capitalization of funds 4
and do not lapse. 5
* Sec. 18. RETROACTIVITY. (a) Sections 1 - 12, 14 - 17, and 19 of this Act are retroactive 6
to March 31, 2025. 7
(b) Section 13 of this Act is retroactive to June 30, 2025. 8
* Sec. 19. CONTINGENCY. The appropriation made in sec. 11(c) of this Act i s contingent 9
on the Department of Health receiving notice from the United St ates Department of 10
Agriculture Food and Nutrition Se rvice that a liability amount is again established for federal 11
fiscal year 2024, requiring the state to make a payment to sati sfy the state's liability for the 12
Supplemental Nutrition Assistance Program penalty assessed for federal fiscal year 2023. 13
* Sec. 20. Section 13 of this Act takes effect June 30, 2025. 14
* Sec. 21. Except as provided in sec. 20 of this Act, this Act takes effec t immediately under 15
AS 01.10.070(c). 16
