Plain English Breakdown

The bill establishes a fund but explicitly states it is not a 'dedicated fund,' meaning future payments depend on legislative appropriations which are uncertain.

Alaska Net Metering Program and Reimbursement Fund

This law requires certain large electric utilities in Alaska to offer a credit program for customers who generate their own renewable energy, while creating a fund that may help pay the utility companies if they lose money from this program.

What This Bill Does

  • Requires load-serving entities served by an electric reliability organization with over 5 million kilowatt-hours of annual sales to provide net metering services.
  • Credits consumer-generators for excess electricity at the same rate regular customers would pay, allowing credits to roll over until March 31 each year when they expire if unused.
  • Allows utilities to limit participation only if a hearing proves it is needed for system reliability or fair rates for other customers.
  • Creates a net metering reimbursement fund that can receive state money and federal funds to help utilities recover lost revenue, subject to appropriation.
  • Requires the Regulatory Commission of Alaska to write rules on how to calculate utility losses eligible for payment from the new fund.

Who It Names or Affects

  • Electric load-serving entities in Alaska served by an electric reliability organization with total retail sales exceeding 5,000,000 kilowatt-hours per year.
  • Customers who generate their own electricity using renewable sources on properties they own or rent if the system is 25 kilowatts or less and offsets part of their use.
  • The Regulatory Commission of Alaska and the Alaska Energy Authority.

Terms To Know

Net metering
A billing method where customers who generate their own power get credits for extra energy sent back to the utility grid at the regular customer rate.
Consumer-generator
An electricity customer who produces renewable energy on-site using a system of 25 kilowatts or less capacity that offsets part of their own use.
Load-serving entity
A company defined in state law that delivers and sells electric power to customers in its service area.

Limits and Unknowns

  • The fund is not a dedicated fund, meaning payments depend on money appropriated by the legislature.
  • Credits for excess energy expire on March 31 of each year if they are not used by that date.
  • Utilities may choose to keep old tariff terms instead of using this new program for systems installed before July 1, 2025.

(1) on a monthly basis, credits a consumer-generator's account in an 5
amount equal to the consumer's excess electric energy generatio n multiplied by the 6
rate per kilowatt-hour that would apply if the consumer was not a consumer-generator; 7
in this paragraph, the rate per kilowatt-hour may be a seasonal or time-of-use rate; and 8

(c) A load-serving entity may not limit consumer-generator participation in the 15
net metering service within its service territory unless the co mmission, after a hearing, 16
