"An Act relating to parental notification of incidents of harassment, intimidation, or 1
bullying involving students and threats of suicide by students; and establishing the 2
firearm safe storage grant fund." 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 4
* Section 1. AS 14.33 is amended by adding a new section to read: 5
Sec. 14.33.240. Parental notification. A school district may adopt a plan to 6
notify the parents or guardians of a student of an incident of harassment, intimidation, 7
or bullying involving the student or a threat of suicide by the student. A school district 8
that notifies a parent or guardian about a threat of suicide under this section shall 9
provide to the parent or guardian suicide prevention and crisis intervention resources, 10
including information about how to 11
(1) obtain a suicide risk screening or assessment from a health care 12
professional; 13
(2) limit a student's access to firearms and lethal medications; 14

(3) securely store firearms, ammunition, and lethal medications, 1
including in a safe storage device; and 2
(4) request a free safe storage device from the firearm safe storage 3
grant fund established under AS 44.21.070. 4
* Sec. 2. AS 44.21 is amended by adding a new section to article 1 to read: 5
Sec. 44.21.070. Firearm safe storage grant fund. (a) The firearm safe storage 6
grant fund is established in the general fund. The department shall manage the fund 7
and may use money in the fund without further appropriation to purchase firearm safe 8
storage devices and distribute the devices at no cost to school districts or to hunter or 9
firearm safety programs that are administered by a school district. Money in the fund 10
does not lapse. The fund consists of money appropriated to the fund, including grant 11
money the department receives for the purpose of providing to school districts firearm 12
safe storage devices and funds to purchase firearm safe storage devices, and donations 13
to the fund. 14
(b) Nothing in this section creates a dedicated fund. 15
(c) The department may adopt regulations under AS 44.62 (Administrative 16
Procedure Act) to implement this section. 17
(d) In this section, 18
(1) "department" means the Department of Administration; 19
(2) "firearm safe storage device" means a lock box, safe, cable lock, or 20
other device that is used to prevent unauthorized access to a firearm or to store a 21
firearm. 22
* Sec. 3. AS 44.29.350 is amended by adding a new subsection to read: 23
(b) The council may advise a school district of appropriate materials and 24
reference lists that the district may provide to a parent or guardian under the 25
circumstances described in AS 14.33.240. 26
