Purpose

Requires each school district and charter school to enroll a student in
grades six through eight in an advanced mathematics course for the student's
next mathematics course if the student's parent does not object and the student
meets at least one eligibility requirement as outlined. Outlines parental
communication requirements for students who enroll in an advanced mathematics
course as prescribed.

Background

The State Board of Education (SBE) requires common school students to
demonstrate competency through the successful completion of the SBE-adopted
standards in reading, writing, mathematics, science and social studies, as
determined by local assessments or the statewide assessment. The SBE
establishes 22 credits as the minimum number of credits necessary for high
school graduation, 4 of which must be for mathematics and minimally include: 1)
3 credits containing course content in preparation for proficiency at the high
school level on the statewide assessment and aligned to the adopted standards
for Algebra I, Geometry, and Algebra II; and

2) 1 credit that includes significant mathematics content as determined by the
school district governing board or charter school (

and R7-2-302
).

If the statewide assessment results are available before the start of
each school year, each school district and charter school must provide parents notification
before the first half of the second quarter of the school year of students in
grades six through eight who have not demonstrated proficiency in grade-level
mathematics based on available local or statewide assessments (
A.R.S.

).

There is no anticipated fiscal impact to the state General Fund
associated with this legislation.

Provisions

1.

Requires
each school district and charter school to enroll a student in grades six
through eight in an advanced mathematics course, if available, for the next
mathematics course in which the student enrolls if the student's parent does
not object and the student:

a)

demonstrates
the highest proficiency in grade-level mathematics on the statewide assessment;
or

b)

demonstrates
the highest proficiency in grade-level mathematics on a benchmark assessment that
is aligned to the statewide assessment and is administered by the school
district, charter school or the school in which the student was enrolled in the
immediately preceding school year.

2.

Requires
each school district and charter school, upon enrollment of a student in an
advanced mathematics course as prescribed, to provide notification to the
student's parent that includes:

a)

the
purpose and goals of the automatic enrollment in an advanced mathematics
course; and

b)

instructions
on how the parent may object to the automatic enrollment in an advanced
mathematics course.

3.

Makes technical changes.

4.

Becomes effective on the general effective date.

Removes the condition that a student qualifies for advanced
mathematic course enrollment upon the request of the student or the student's
parent.

2.

Replaces the reporting requirements on school districts and
charter schools with a requirement for ADE to review student level data as
outlined and compile a report that includes the number and percentage of
students in grades six through eight who are enrolled in an advanced
mathematics course.

3.

Requires ADE to submit the annual report to outlined individuals
and post the report on ADE's website.

Be it
enacted by the Legislature of the State of Arizona:

Section 1. Section 15-708, Arizona Revised
Statutes, is amended to read:

15-708.

Mathematics
proficiency; parental notification; advanced mathematics courses; reporting
requirements

A.
If the statewide assessment
results are available before the start of each school year, each school
district and charter school shall provide notification
no

later than the first half of the second quarter of the
school year to parents of pupils in grades six through eight who have not
demonstrated proficiency in grade-level mathematics based on available local or
statewide assessments. The notification
shall

must
include the following information:

1. A description of the pupil's mathematics
deficiencies as demonstrated by the statewide assessment.

2. A description of the current mathematics services
provided by the school district or charter school, including supplemental
instructional services and supporting programs that are designed to remediate
mathematics deficiencies.

B. Each school district and charter
school shall:

1. Enroll a student who is in sixth,
seventh or eighth grade in an advanced mathematics course
,
IF AVAILABLE, for the next mathematics course in which the student enrolls if
the student's parent does not object and the student meets at least one of the
following:

(
a
) Demonstrates
the highest proficiency in grade-level mathematics on the statewide
assessment.

(
b
) Demonstrates
the highest proficiency in grade-level mathematics on a benchmark
assessment that is
aligned to the statewide assessment
and administered by the school district or charter school or by the school in
which the student was enrolled in the immediately preceding school year.

2. On enrollment pursuant to
paragraph 1 of this subsection, provide notification to the student's parent
that includes
both of the following:

(
a
) The purpose
and goals of the automatic enrollment in an advanced mathematics course.

(
b
) Instructions
on how the parent may object to the automatic enrollment in an advanced
mathematics course.
