History
The Governor may declare a state of emergency due to major
disasters and incur liabilities regardless of whether the Legislature is in

from the general fund to mitigate and meet contingencies and emergencies
arising from: 1) invasions, hostile attacks, riots and insurrections; 2)
epidemics of disease or plagues of insects; 3) floods or floodwaters; 4) acts
of God or any major disaster; and 5) wildland fire after all outlined authorizations
are exhausted (
A.R.S. 35-192
).
The State Emergency Council consists of the following
individuals or their designee: 1) Governor; 2) Secretary of State; 3) Attorney
General; 4) Adjutant General; 5) Director of the Division of Emergency
Management; 6) Director of the Arizona Department of Transportation; 7) Director
of the Arizona Department of Health Services; 8) Director of the Arizona
Department of Environment Quality; 9) Director of the Arizona Department of
Public Safety; 10) Director of the Arizona Department of Agriculture; 11)
Director of the Arizona Department of Administration; 12) Director of the Water
Resources; 13) President of the Senate as an advisory member; and 14) Speaker
of the House of Representatives as an advisory member (
A.R.S. 26-304
).

Council. (Sec. 1)
2.

or emergency declared due to flood or fire for reimbursement of expenses
incurred by an Arizona political subdivision to mitigate damage from the flood
