Purpose

Appropriates
$30,723,600 from the state General Fund (state GF) in FY 2027 to the State
Treasurer to distribute to the City of Douglas for the state match of the
Douglas port of entry.

Background

Established in
1949, the U.S. General Services Administration provides centralized procurement
for the federal government and offers services, products and facilities to
federal agencies. The U.S. General Services Administration is funded by costs
recovered through the products and services it provides to federal agencies (
GSA
).

The State Treasurer's
duties include: 1) authenticating writings and documents certified by the State
Treasurer with the seal of the State Treasurer's Office; 2) receiving and keeping
in secure custody all monies that belong to Arizona and that are not required
to be received and kept by some other person; 3) filing and keeping the
documentation delivered to the Treasurer when monies are deposited into the Treasury;
4) delivering to each person depositing money into the Treasury a confirmation
showing the date, amount and depositing agency and providing a unique
identifying number for each confirmation; 5) paying warrants drawn by the Arizona
Department of Administration; 6) keeping an account of all monies received and
disbursed and separate accounts of the different funds and appropriations of
monies; and 7) keeping information in writing as to the condition of the Treasury
or on any subject relating to the duties of the Treasurer, at the request of a
member of the Legislature (

Be it
enacted by the Legislature of the State of Arizona:

Section
1.

A. The sum of
$5,000,000 is appropriated from the state general fund in
fiscal year 2026-2027 to the state treasurer for distribution to the city of
Douglas for the state match of the Douglas port of entry.

B. The monies appropriated
in subsection A of this section may be expended only to the extent that the
general services administration provides an award of $678,000,000 for the
Douglas port of entry.
