Purpose

Appropriates
$700,000 from the Health Services Lottery Monies Fund in FY 2027 to the
Department of Health Services (DHS) to distribute to an organization that
focuses specifically on maintaining statewide mass casualty incident
preparedness for health care with all sectors of the community.

Background

The federal
Hospital Preparedness Program (HPP) within the Administration for Strategic
Preparedness and Response provides leadership and funding through cooperative
agreements to states, territories and eligible metropolitan areas to improve
the capacity of the health care system to plan for and respond to large-scale
emergencies and disasters (
HPP
).

The Health
Servies Lottery Monies Fund is administered by DHS and consists of continuously
appropriated monies transferred from the State Lottery Fund for teenage
pregnancy prevention programs, the Health Start Program and the Federal Women,
Infants and Children Food Program. DHS must annually report, to the Joint
Legislative Budget Committee, all Health Services Lottery Monies Fund revenues,
expenditures and ending balance (

).

There is no
anticipated fiscal impact to the state General Fund associated with this
legislation.

Be it enacted by the Legislature of the State of Arizona:

Section 1.
Appropriation;
department of health services; hospital preparedness; mass casualty incident
coordination

The sum of $700,000 is appropriated
from the health services lottery monies fund established by section 36-108.01,
Arizona Revised Statutes, in fiscal year 2026-2027 to the department of
health services to distribute to a nonprofit organization in this state that
has received federal hospital preparedness program monies in fiscal year 2024-2025
through the department of health services and that focuses specifically on
maintaining statewide mass casualty incident preparedness for health care with
all sectors of the community.
