Purpose

Appropriates $235,500 and three full-time equivalent positions (FTEs) from
the Barbering and Cosmetology Fund to the Arizona Barbering and Cosmetology
Board (Board) for salaries and operational costs.

Background

The Board was established to administer and
enforce the regulatory requirements relating to barbering and cosmetology
professionals and establishments, including sanitary and safety standards.
These professionals include aestheticians, barbers, cosmetologists,
hairstylists, nail technicians and eyelash technicians. The Board's duties
include: 1) adopting rules that are necessary for the proper conduct of
professionals and establishments; 2) administering and enforcing statutory and
administrative regulations, including investigations and taking disciplinary
action; 3) when necessary, inspecting the premises of any establishment or
school during business hours; and 4) making and maintaining records of its acts
and proceedings, including issuance, denial, renewal or revocation of a license
or registration (

).

The Board is self-funded, depositing 15 percent of all monies collected from
examination and licensing fees of regulated professionals and establishments in
the state General Fund (state GF) and the remaining 85 percent in the Barbering
and Cosmetology Fund (

). The Board's total operating budget is $3,027,300 and 33.5 FTEs (
JLBC Baseline
).

S.B. 1517 appropriates $235,500 from the Barbering and Cosmetology Fund
in FY 2027 to the Board.

Provisions

1.

Appropriates
$235,500 and three FTEs from the Barbering and Cosmetology Fund in FY 2027 to
the Board for salaries and operational costs.

2.

Requires
the Board to fill the three FTEs with the following staff:

a)

one licensing specialist;

b)

one customer service representative; and

c)

one quality assurance specialist.

3.

Become
effective on the general effective date.

Appropriating monies to the Barbering and
Cosmetology board.

Be it
enacted by the Legislature of the State of Arizona:

Section 1.
Appropriations;
barbering and cosmetology board; salary and operational costs

A. The sum of $235,500 and
three FTE positions are appropriated from the
barbering
and cosmetology fund established by section 32-505, Arizona Revised
Statutes, in fiscal year 2026-2027 to the barbering and cosmetology board for
salaries and operational costs.

B. The barbering and
cosmetology board shall fill three FTE positions with the following staff:

1. One licensing
specialist.

2. One customer service
representative.

3. One quality assurance specialist.
