Purpose

Appropriates a total of $2,739,398
from the Peace
Officer Training Equipment Fund (Fund) in FY 2027 to outlined law enforcement
entities for public safety training simulators and pepper ball equipment.

Background

The Fund
consists of monies from two sources: 1) a surcharge assessed on fees charged by
court-authorized diversion programs of $4 for every $9; and 2) a $4 fee on
every civil penalty imposed and collected for civil traffic violations or
criminal violations of motor vehicle statutes or local ordinances related to
the stopping, standing or operation of a vehicle (A.R.S. ��
12-114

and
12-116.10
).
Fund monies are subject to legislative appropriation and exempt from lapsing
and may only be used for peace officer training equipment. The Peace Officer
Training Equipment Fund Advisory Commission is required to annually submit
written recommendations to the Governor and Legislature for the allocation of

Be it enacted by the Legislature of the State of Arizona:

Section 1.
Appropriations;
peace officer training equipment fund; simulators; pepper ball equipment;
exemption; intent

A. The following amounts
are appropriated from the peace officer training equipment fund established by
section 41-1731, Arizona Revised Statutes, in fiscal year 2026-2027
to be distributed to the following recipients for the following purposes:

1. $328,000 to the
Flagstaff police department for a public safety training simulator.

2. $660,000 to the Glendale
police department for two public safety training simulators.

3. $328,000 to the Yavapai
county sheriff's office for a public safety training simulator.

B. The following amounts
are appropriated from the peace officer training equipment fund established by
section 41-1731, Arizona Revised Statutes, in fiscal year 2026-2027
to be distributed to the following recipients for pepper ball equipment:

1. $53,645 to the Navajo
county sheriff's office.

2. $20,850 to the Page
police department.

3. $24,624 to the Benson
police department.

4. $121,434 to the Yuma
police department.

5. $103,487 to the Queen
Creek police department.

6. $30,337 to the Maricopa
police department.

7. $200,000 to the Tucson
police department.

8. $68,035 to the Apache

that the training simulators allocated pursuant to subsection A of this section
be used to teach de-escalation tactics, including dealing with persons who are
deaf and the hard of hearing, persons with autism and persons with mental illness.
