BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 24

SECTION 1. APPROPRIATION - HOUSE EXPENSES. There is hereby 26
appropriated, to the Arkansas House of Representatives, to be payable from 27
the Constitutional Officers Fund, for necessary expenses of the Arkansas 28
House of Representatives for the fiscal year ending June 30, 2026, the 29

SECTION 2. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS 3
CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. 4
TRANSFERS. If the Speaker of the House and the Chief of Staff or his or her 5
designee determine that any item or portion thereof appropriated for a 6
specific purpose is not needed for such purposes, they may certify such fact 7
to the State Auditor Auditor of State, and the State Auditor Auditor of State 8
shall cause transfer to be made between any appropriations authorized by the 9
General Assembly for the House of Representatives. 10

SECTION 3. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS 12
CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. USES OF 13
APPROPRIATION. The funds appropriated in this Act shall be used to defray 14
the expenses of the House of Representatives of the Legislative Session of 15
the Ninety-Fifth General Assembly, and upon adjournment of the Legislative 16
Session, any unexpended balance of the funds appropriated in this Act may be 17
used to defray the necessary expenses of the operation of the Office of the 18
Speaker of the House of Representatives, the Office of the Chief of Staff, 19
the Office of the Coordinator of House Legislative Services, the Office of 20
Parliamentarian, the Chief Clerk's Office, House Member Services Office and 21
other reasonable and necessary expenses of the House of Representatives of 22
the Ninety-Fifth General Assembly incurred during the interim between the 23
adjournment of the Legislative Session of the Ninety-Fifth and July 1, 2025 24

Additionally, if it is determined by the Speaker of the House that the 26
presence, assistance, oversight and expertise of any House member is needed 27
in the interim between the legislative sessions, and if it is determined by 28
the Speaker of the House that certain expenses and per diem of members of the 29
House should be paid by the House, such expenses and per diem at the rate 30
authorized for attending legislative sessions shall be paid from the funds 31
appropriated herein for Maintenance, Operations and Expenses. 32

SECTION 4. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS 34
CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. SALARY 35
LEVELS. The Speaker of the House of Representatives and the Chief of Staff 36

or his or her designee shall, during the month of June, each fiscal year, 1
meet and determine the actual salaries to be paid each employee beginning the 2
following July 1. Such salaries of the employees will be based upon an 3
evaluation of the performance of the Chief of Staff by the Speaker of the 4
House of Representatives and upon an evaluation of the performance of the 5
other employees by the Chief of Staff or his or her designee. 6

SECTION 5. EMERGENCY CLAUSE. It is found and determined by the 8
General Assembly, that the House of Representatives of the 95th General 9
Assembly convenes in Fiscal Session on April 8, 2026; that expenses of the 10
session begin immediately; and that the expenses are a just expense of the 11
state which must be paid at the time the services are provided. 12
Therefore, an emergency is hereby declared to exist and this Act being 13
necessary for the immediate preservation of the public peace, health and 14
safety shall be in full force and effect from and after the date of its 15
passage and approval. If the bill is neither approved not vetoed by the 16
Governor, it shall become effective on the expiration of the period of time 17
during which the Governor may veto the bill. If the bill is vetoed by the 18
Governor and the veto is overridden, it shall become effective on the date 19
the last house overrides the veto. 20
