BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 22

SECTION 1. REGULAR SALARIES - OPERATIONS. There is hereby established 24
for the University of Arkansas Community College at Rich Mountain for the 25

SECTION 2. EXTRA HELP - OPERATIONS. There is hereby authorized, for 32
the University of Arkansas Community College at Rich Mountain for the 2026-33
2027 fiscal year, the following maximum number of part-time or temporary 34
employees, to be known as "Extra Help", payable from funds appropriated 35
herein for such purposes: eighty (80) temporary or part-time employees, when 36

needed, at rates of pay not to exceed those provided in the Uniform 1
Classification and Compensation Act, or its successor, or this act for the 2
appropriate classification. 3

SECTION 3. APPROPRIATION - STATE OPERATIONS. There is hereby 5
appropriated, to the University of Arkansas Community College at Rich 6
Mountain, to be payable from the University of Arkansas Community College at 7
Rich Mountain Fund, for personal services and operating expenses of the 8
University of Arkansas Community College at Rich Mountain for the fiscal year 9
ending June 30, 2027, the following: 10

payable from cash funds as defined by Arkansas Code 19-4-801, for personal 27
services and operating expenses of the University of Arkansas Community 28
College at Rich Mountain for the fiscal year ending June 30, 2027, the 29

SECTION 5. COMPLIANCE WITH OTHER LAWS. Disbursement of funds 11
authorized by this act shall be limited to the appropriation for such agency 12
and funds made available by law for the support of such appropriations; and 13
the restrictions of the State Procurement Law, the General Accounting and 14
Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary 15
Procedures and Restrictions Act, the Higher Education Expenditure Restriction 16
Act, or their successors, and other fiscal control laws of this State, where 17
applicable, and regulations promulgated by the Department of Finance and 18
Administration, as authorized by law, shall be strictly complied with in 19
disbursement of said funds. 20

SECTION 6. LEGISLATIVE INTENT. It is the intent of the General 22
Assembly that any funds disbursed under the authority of the appropriations 23
contained in this act shall be in compliance with the stated reasons for 24
which this act was adopted, as evidenced by the Agency Requests, Executive 25
Recommendations and Legislative Recommendations contained in the budget 26
manuals prepared by the Department of Finance and Administration, letters, or 27
summarized oral testimony in the official minutes of the Arkansas Legislative 28
Council or Joint Budget Committee which relate to its passage and adoption. 29

SECTION 7. EMERGENCY CLAUSE. It is found and determined by the General 31
Assembly, that the Constitution of the State of Arkansas prohibits the 32
appropriation of funds for more than a one (1) year period; that the 33
effectiveness of this Act on July 1, 2026 is essential to the operation of 34
the agency for which the appropriations in this Act are provided, and that in 35
the event of an extension of the legislative session, the delay in the 36

effective date of this Act beyond July 1, 2026 could work irreparable harm 1
upon the proper administration and provision of essential governmental 2
programs. Therefore, an emergency is hereby declared to exist and this Act 3
being necessary for the immediate preservation of the public peace, health 4
and safety shall be in full force and effect from and after July 1, 2026. 5
