BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 23

SECTION 1. REGULAR SALARIES. There is hereby established for the State 25

SECTION 2. EXTRA HELP. There is hereby authorized, for the State 1
Department for Social Security Administration Disability Determination for 2
the 2026-2027 fiscal year, the following maximum number of part-time or 3
temporary employees, to be known as "Extra Help", payable from funds 4
appropriated herein for such purposes: twenty (20) temporary or part-time 5
employees, when needed, at rates of pay not to exceed those provided in the 6
Uniform Classification and Compensation Act, or its successor, or this act 7
for the appropriate classification. 8

SECTION 3. APPROPRIATION - OPERATIONS. There is hereby appropriated, 10
to the State Department for Social Security Administration Disability 11
Determination, to be payable from the federal funds as designated by the 12
Chief Fiscal Officer of the State, for personal services and operating 13
expenses of the State Department for Social Security Administration 14
Disability Determination for the fiscal year ending June 30, 2027, the 15

SECTION 4. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS 32
CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. ADDITIONAL 33
POSITIONS. The Director of the State Department for Social Security 34
Administration Disability Determination, after receiving the approval of the 35
Office of Personnel Management, and after seeking prior review by the 36

Arkansas Legislative Council or Joint Budget Committee, shall have the 1
authority to establish such new additional full time positions as may become 2
necessary to carry out the objectives of the department and/or to meet 3
Federal requirements of new and/or expanded programs where such needs are 4
financed by Federal funds; provided that not more than two hundred fifty 5
(250) positions may be created in addition to those authorized in the Regular 6
Salaries section of this Act. 7
If the department requests continuation of any positions as established 8
herein, the positions must be requested as new positions in the department's 9
budget request. 10
The provisions of this section shall be in effect only from July 1, 11
2025 2026 through June 30, 2026 2027. 12

SECTION 5. COMPLIANCE WITH OTHER LAWS. Disbursement of funds 14
authorized by this act shall be limited to the appropriation for such agency 15
and funds made available by law for the support of such appropriations; and 16
the restrictions of the State Procurement Law, the General Accounting and 17
Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary 18
Procedures and Restrictions Act, or their successors, and other fiscal 19
control laws of this State, where applicable, and regulations promulgated by 20
the Department of Finance and Administration, as authorized by law, shall be 21
strictly complied with in disbursement of said funds. 22

SECTION 6. LEGISLATIVE INTENT. It is the intent of the General 24
Assembly that any funds disbursed under the authority of the appropriations 25
contained in this act shall be in compliance with the stated reasons for 26
which this act was adopted, as evidenced by the Agency Requests, Executive 27
Recommendations and Legislative Recommendations contained in the budget 28
manuals prepared by the Department of Finance and Administration, letters, or 29
summarized oral testimony in the official minutes of the Arkansas Legislative 30
Council or Joint Budget Committee which relate to its passage and adoption. 31

SECTION 7. EMERGENCY CLAUSE. It is found and determined by the General 33
Assembly, that the Constitution of the State of Arkansas prohibits the 34
appropriation of funds for more than a one (1) year period; that the 35
effectiveness of this Act on July 1, 2026 is essential to the operation of 36

the agency for which the appropriations in this Act are provided, and that in 1
the event of an extension of the legislative session, the delay in the 2
effective date of this Act beyond July 1, 2026 could work irreparable harm 3
upon the proper administration and provision of essential governmental 4
programs. Therefore, an emergency is hereby declared to exist and this Act 5
being necessary for the immediate preservation of the public peace, health 6
and safety shall be in full force and effect from and after July 1, 2026. 7
