SECTION 1. REGULAR SALARIES - OPERATIONS. There is hereby established 23

SECTION 2. EXTRA HELP - OPERATIONS. There is hereby authorized, for 33
the North Arkansas College of the University of Arkansas for the 2026-2027 34
fiscal year, the following maximum number of part-time or temporary 35
employees, to be known as "Extra Help", payable from funds appropriated 36

herein for such purposes: five hundred (500) temporary or part-time 1
employees, when needed, at rates of pay not to exceed those provided in the 2
Uniform Classification and Compensation Act, or its successor, or this act 3

6-5-302. Allocation and transfer of funds. 17
From the moneys accruing to the Educational Excellence Trust Fund, the 18
Treasurer of State on the last day of the month shall transfer to the various 19
funds and fund accounts listed below, the amounts determined by applying each 20
fund or fund account's proportionate part of the total of all such 21
allocations set forth in this section to the amount available for 22

SECTION 6. SPECIAL LANGUAGE - CODE AMENDMENT. Arkansas Code § 6-53-32
301(a)(1)(C), concerning the name of North Arkansas College, Harrison within 33
the Arkansas Technical and Community College System, is amended to read as 34

biennium for North Arkansas College, is amended to read as follows: 5

SECTION 8. SPECIAL LANGUAGE - CODE AMENDMENT. Arkansas Code § 19-4-9
906(a)(3)(100), concerning motor vehicle restrictions and authorizations, is 10
amended to read as follows: 11

SECTION 9. SPECIAL LANGUAGE - CODE AMENDMENT. Arkansas Code § 19-22-15
103(m), concerning the North Arkansas College Fund, is amended to read as 16
follows: 17
(m) North Arkansas College of the University of Arkansas Fund. 18
(1) There is created on the books of the Treasurer of State, the 19
Auditor of State, and the Chief Fiscal Officer of the State a fund to be 20
known as the “North Arkansas College of the University of Arkansas Fund”. 21
(2) The North Arkansas College of the University of Arkansas 22
Fund shall be used for the maintenance, operation, and improvement of North 23
Arkansas College of the University of Arkansas. 24
(3) The North Arkansas College of the University of Arkansas 25
Fund shall consist of: 26
(A) Those general revenues as may be provided by law; and 27
(B) Any other funds made available for the support of 28
North Arkansas College of the University of Arkansas which are required to be 29
deposited into the State Treasury by law. 30

SECTION 10. SPECIAL LANGUAGE - CODE AMENDMENT. Arkansas Code § 19-61-32
301(a)(23), concerning state agencies authorized to have an agency 33
procurement official under the Arkansas Procurement Law, is amended to read 34
as follows: 35
(23) North Arkansas College of the University of Arkansas; 36

SECTION 11. COMPLIANCE WITH OTHER LAWS. Disbursement of funds 2
authorized by this act shall be limited to the appropriation for such agency 3
and funds made available by law for the support of such appropriations; and 4
the restrictions of the State Procurement Law, the General Accounting and 5
Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary 6
Procedures and Restrictions Act, the Higher Education Expenditure Restriction 7
Act, or their successors, and other fiscal control laws of this State, where 8
applicable, and regulations promulgated by the Department of Finance and 9
Administration, as authorized by law, shall be strictly complied with in 10
disbursement of said funds. 11

SECTION 12. LEGISLATIVE INTENT. It is the intent of the General 13
Assembly that any funds disbursed under the authority of the appropriations 14
contained in this act shall be in compliance with the stated reasons for 15
which this act was adopted, as evidenced by the Agency Requests, Executive 16
Recommendations and Legislative Recommendations contained in the budget 17
manuals prepared by the Department of Finance and Administration, letters, or 18
summarized oral testimony in the official minutes of the Arkansas Legislative 19
Council or Joint Budget Committee which relate to its passage and adoption. 20

SECTION 13. EMERGENCY CLAUSE. It is found and determined by the 22
General Assembly, that the Constitution of the State of Arkansas prohibits 23
the appropriation of funds for more than a one (1) year period; that the 24
effectiveness of this Act on July 1, 2026 is essential to the operation of 25
the agency for which the appropriations in this Act are provided, and that in 26
the event of an extension of the legislative session, the delay in the 27
effective date of this Act beyond July 1, 2026 could work irreparable harm 28
upon the proper administration and provision of essential governmental 29
programs. Therefore, an emergency is hereby declared to exist and this Act 30
being necessary for the immediate preservation of the public peace, health 31
and safety shall be in full force and effect from and after July 1, 2026. 32
