APPROPRIATED BY ACT 495 OF 2025; AND FOR OTHER 13

SUPPLEMENTAL APPROPRIATION. 20

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 23

SECTION 1. APPROPRIATION - RACING COMMISSION - CASINO GAMING SECTION. 25
There is hereby appropriated, to the Department of Finance and 26
Administration, to be payable from the State Central Services Fund, for 27
operating expenses of the Department of Finance and Administration - Racing 28
Commission - Casino Gaming Section which shall be supplemental and in 29
addition to those funds appropriated in Section 18 of Act 495 of 2025, the 30
following: 31

SECTION 2. COMPLIANCE WITH OTHER LAWS. Disbursement of funds 7
authorized by this act shall be limited to the appropriation for such agency 8
and funds made available by law for the support of such appropriations; and 9
the restrictions of the State Procurement Law, the General Accounting and 10
Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary 11
Procedures and Restrictions Act, or their successors, and other fiscal 12
control laws of this State, where applicable, and regulations promulgated by 13
the Department of Finance and Administration, as authorized by law, shall be 14
strictly complied with in disbursement of said funds. 15

SECTION 3. LEGISLATIVE INTENT. It is the intent of the General 17
Assembly that any funds disbursed under the authority of the appropriations 18
contained in this act shall be in compliance with the stated reasons for 19
which this act was adopted, as evidenced by the Agency Requests, Executive 20
Recommendations and Legislative Recommendations contained in the budget 21
manuals prepared by the Department of Finance and Administration, letters, or 22
summarized oral testimony in the official minutes of the Arkansas Legislative 23
Council or Joint Budget Committee which relate to its passage and adoption. 24

SECTION 4. EMERGENCY CLAUSE. It is found and determined by the General 26
Assembly, that funds provided by the General Assembly for the operations of 27
the Department Of Finance And Administration - Racing Commission are, due to 28
unforeseen circumstances, insufficient for the Department Of Finance And 29
Administration - Racing Commission to continue to provide essential 30
governmental services; that the provisions of this act will provide the 31
necessary monies for the Department Of Finance And Administration - Racing 32
Commission to continue such services; and that a delay in the effective date 33
of this Act could work irreparable harm upon the proper administration and 34
provision of essential governmental programs. Therefore, an emergency is 35
hereby declared to exist and this Act being necessary for the immediate 36

preservation of the public peace, health and safety shall be in full force 1
and effect from and after the date of its passage and approval. 2
If the bill is neither approved nor vetoed by the Governor, it shall 3
become effective on the expiration of the period of time during which the 4
Governor may veto the bill. If the bill is vetoed by the Governor and the 5
veto is overridden, it shall become effective on the date the last house 6
overrides the veto. 7
