BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 1

SECTION 1. The purpose of this act is to amend the Revenue 3
Stabilization Law, § 19-20-101 et seq., to create funds, and to make 4
transfers to and from funds and fund accounts. 5

SECTION 2. EMERGENCY CLAUSE. It is found and determined by the 7
General Assembly of the State of Arkansas that changes to the state's fiscal 8
laws must take effect at the beginning of the fiscal year; and that it is 9
necessary for this act to become effective on July 1, 2026, to avoid a lapse 10
in critical and essential services that the state government provides to the 11
citizens of this state at the beginning of the next fiscal year. Therefore, 12
an emergency is declared to exist, and this act being necessary for the 13
preservation of the public peace, health, and safety shall become effective 14
on July 1, 2026." 15
