BY ARKANSAS GIRLS STATE FOR ITS ANNUAL 17
MEETING. 18

WHEREAS, the House of Representatives authorized access to and use of 20
the Chamber of the House of Representatives for the 2025 and 2026 meetings of 21
Arkansas Girls State in House Resolution 1048 during the 2025 Regular Session 22
of the Ninety-Fifth General Assembly of the State of Arkansas; and 23

WHEREAS, Arkansas Girls State regularly requests access to the Chamber 25
of the House of Representatives for their sessions that take place in the 26
State Capitol Building; and 27
28
WHEREAS, it has come to the attention of the members of the House of 29
Representatives that several outstanding young women, who are both qualified 30
to participate and who were chosen by their schools to be delegates, have 31
been denied the opportunity to participate in Arkansas Girls State due to 32
inadvertent administrative oversights in the application process; and 33

WHEREAS, the denial of these outstanding young women is based upon the 35
actions of schools and educators who, despite their best intentions and 36

diligent efforts, missed the application deadline for Arkansas Girls State; 1
and 2

WHEREAS, the adults responsible for missing deadlines have taken full 4
responsibility for their errors; and 5

WHEREAS, Arkansas Girls State embodies the ideas of civic engagement, 7
leadership, and public service and is a source of pride for communities and a 8
formative experience for young women across Arkansas; and 9

WHEREAS, it would be both a profound disappointment and a loss for the 11
people of Arkansas to deny deserving students the ability to participate in 12
Arkansas Girls State when that program has proven to be transformative for 13
many future leaders, 14

NOW THEREFORE, 16
BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIFTH GENERAL 17
ASSEMBLY OF THE STATE OF ARKANSAS: 18

THAT the House of Representatives rescind access to and use of the 20
Chamber of the House of Representatives for the 2026 meeting of Arkansas 21
Girls State. 22

BE IT FURTHER RESOLVED THAT Arkansas Girls State shall not utilize the bill 24
drafting services of the Bureau of Legislative Research during the 2026 25
meeting of Arkansas Girls State. 26

BE IT FURTHER RESOLVED THAT if the Speaker of the House of Representatives 28
determines that the American Legion Auxiliary has allowed the young women 29
denied participation due to administrative oversights to participate in the 30
2026 meeting of Arkansas Girls State, this resolution shall be rescinded, the 31
authorization for access to and use of the Chamber of the House of 32
Representatives under House Resolution 1048 of the 2025 regular session shall 33
be restored, and Arkansas Girls State shall have access to the bill drafting 34
services of the Bureau of Legislative Research during the 2026 meeting of 35
Arkansas Girls State. 36

BE IT FURTHER RESOLVED THAT the House of Representatives strongly urges the 2
American Legion Auxiliary to reconsider any decision that would prevent the 3
participation of those young women who, despite both being qualified to 4
participate and being selected by their schools as delegates, have been 5
denied the opportunity to participate in Arkansas Girls State. 6
