BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 21

SECTION 1. REGULAR SALARIES. There is hereby established for the 23
Arkansas State Game and Fish Commission for the 2026-2027 fiscal year, the 24

SECTION 2. EXTRA HELP. There is hereby authorized, for the Arkansas 21
State Game and Fish Commission for the 2026-2027 fiscal year, the following 22
maximum number of part-time or temporary employees, to be known as "Extra 23
Help", payable from funds appropriated herein for such purposes: one hundred 24
eighty-five (185) temporary or part-time employees, when needed, at rates of 25
pay not to exceed those provided in the Uniform Classification and 26
Compensation Act, or its successor, or this act for the appropriate 27
classification. 28

SECTION 10. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS 28

REWARDS. Payment of rewards shall be from the Game Protection Fund from the 30
Commission's Maintenance and General Operation appropriation as herein 31
appropriated in the Operating Expenses line item of the Operations 32
appropriation. 33
The provisions of this section shall be in effect only from July 1, 2025 34

SECTION 11. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS 1
CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. TRANSFER 2
PROVISION. After receiving approval from the Chief Fiscal Officer of the 3
State, and prior review by the Arkansas Legislative Council or Joint Budget 4
Committee, the Agency is authorized to transfer appropriation from any line 5
item authorized in the Operations appropriation to any other line item 6
authorized in the Operations appropriation and the Agency is authorized to 7
transfer appropriation from any line item authorized in the Gas Lease 8
Revenues appropriation to any other line item authorized in the same section. 9
The provisions of this section shall be in effect only from July 1, 2025 10
2026 through June 30, 2026 2027. 11

SECTION 12. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS 13
CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. 14
PROMOTIONAL ITEMS. The Arkansas State Game and Fish Commission is hereby 15
authorized to purchase from the Maintenance & General Operation 16
Classifications in the Operations Appropriation provided by this Act for 17
promotional items in an amount not to exceed fifty thousand dollars 18
($50,000), as authorized by the Director of the Commission to meet fish and 19
wildlife conservations and education needs. 20
The provisions of this section shall be in effect only from July 1, 2025 21
2026 through June 30, 2026 2027. 22

SECTION 13. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS 24
CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. DIRECTOR 25
SALARY INCREASE RESTRICTION. The Arkansas Game and Fish Commission Director 26
shall not receive any salary adjustment that exceeds their June 17, 2025 2026 27
actual salary by more than five percent (5%) without first receiving prior 28
approval from the Legislative Council or if the General Assembly is in 29
regular session, fiscal session, or extraordinary session, the Joint Budget 30
Committee. 31
It is both necessary and appropriate that the General Assembly maintain 32
oversight by requiring prior approval of the Legislative Council or Joint 33
Budget Committee as provided by this section. The requirement of approval by 34
the Legislative Council or Joint Budget Committee is not a severable part of 35
this section. If the requirement of approval by the Legislative Council or 36

Joint Budget Committee is ruled unconstitutional by a court of competent 1
jurisdiction, this entire section is void. 2
The provisions of this section shall be in effect through June 30, 2026 3
2027. 4

SECTION 14. COMPLIANCE WITH OTHER LAWS. Disbursement of funds 6
authorized by this act shall be limited to the appropriation for such agency 7
and funds made available by law for the support of such appropriations; and 8
the restrictions of the State Procurement Law, the General Accounting and 9
Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary 10
Procedures and Restrictions Act, or their successors, and other fiscal 11
control laws of this State, where applicable, and regulations promulgated by 12
the Department of Finance and Administration, as authorized by law, shall be 13
strictly complied with in disbursement of said funds. 14

SECTION 15. LEGISLATIVE INTENT. It is the intent of the General 16
Assembly that any funds disbursed under the authority of the appropriations 17
contained in this act shall be in compliance with the stated reasons for 18
which this act was adopted, as evidenced by the Agency Requests, Executive 19
Recommendations and Legislative Recommendations contained in the budget 20
manuals prepared by the Department of Finance and Administration, letters, or 21
summarized oral testimony in the official minutes of the Arkansas Legislative 22
Council or Joint Budget Committee which relate to its passage and adoption. 23

SECTION 16. EMERGENCY CLAUSE. It is found and determined by the 25
General Assembly, that the Constitution of the State of Arkansas prohibits 26
the appropriation of funds for more than a one (1) year period; that the 27
effectiveness of this Act on July 1, 2026 is essential to the operation of 28
the agency for which the appropriations in this Act are provided, and that in 29
the event of an extension of the legislative session, the delay in the 30
effective date of this Act beyond July 1, 2026 could work irreparable harm 31
upon the proper administration and provision of essential governmental 32
programs. Therefore, an emergency is hereby declared to exist and this Act 33
being necessary for the immediate preservation of the public peace, health 34
and safety shall be in full force and effect from and after July 1, 2026. 35
