THAT Senator King is authorized to introduce a bill which as introduced 28

PURCHASING OR LEASING LAND OR A BUILDING OR BEGINNING CONSTRUCTION. 4

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 6

SECTION 1. Arkansas Code Title 14, Chapter 1, Subchapter 6, is amended 8
to add an additional section to read as follows: 9
14-1-607. Purchase or lease of land for or construction or operation 10
of facility for digital asset mining or utilization of blockchain network — 11
Notification — Definition. 12
(a) A digital asset miner, digital asset mining business, or business 13
utilizing a blockchain network that is seeking to purchase or lease land or a 14
building or construction for the operation of digital asset mining or the 15
utilization of a blockchain network shall file a written notification with 16
the Arkansas Public Service Commission and the local government of the area 17
where the purchasing, leasing, or construction is anticipated to occur no 18
fewer than six (6) months before: 19
(1) The purchasing or leasing occurs, if no purchasing or 20
leasing has occurred before the effective date of this act; or 21
(2) Construction starts, if a purchase has been made or leasing 22
has occurred before the effective date of this act. 23
(b) As used in this section, "construction" includes any sitework to 24
clear or prepare land for building." 25
