WHEREAS, Loy Bailey retired as a state employee after working forty-17
eight (48) years for the Arkansas Department of Health; and 18
19
WHEREAS, Mr. Bailey spent his entire career with the Arkansas 20
Department of Health; and 21

WHEREAS, Mr. Bailey first began his career with the Arkansas Department 23
of Health as a Sanitarian, now known as an Environmental Health Specialist; 24
and 25
26
WHEREAS, among many roles throughout his career, Mr. Bailey served as a 27
district manager and eventually became the Benton County Local Health Unit 28
Administrator, where he has served since the early 1990s; and 29
30
WHEREAS, Mr. Bailey has been active in numerous public health 31
associations throughout Arkansas, and served as a member of the Arkansas 32
Public Health Association, the Arkansas Society of Professional Sanitarians, 33
the Four State Sanitarians Association, and the State Board of Health; and 34

WHEREAS, Mr. Bailey has served as a member of many boards and 36

organizations, including as Chair of the Benton County Community Coalition, 1
Chair of the Benton County Transitional Employment Assistance Board, Chair of 2
the Benton County Council for the Prevention of Child Abuse and Neglect, a 3
member of the Siloam Springs Bridges to Wellness Board of Directors, and a 4
member of the Northwest Arkansas COVID-19 Task Force; and 5

WHEREAS, Mr. Bailey is currently a member of the State Board of Health 7
and the Community Health subcommittee of the Mercy Health Foundation 8
Northwest Arkansas Board of Directors, and is the Coordinator of the Benton 9
County Medical Reserve Corps Unit; and 10

WHEREAS, Mr. Bailey is currently a member of the Arkansas State 12
Employees Association Board of Directors and previously served for two (2) 13
terms as President of the Arkansas State Employees Association; and 14
15
WHEREAS, Mr. Bailey is a life-long resident of Arkansas who dedicated 16
his life and career to serving the people of Arkansas, and who has left a 17
lasting impact on Arkansas and its people; and 18
19
WHEREAS, Mr. Bailey retired from the Arkansas Department of Health on 20
December 31, 2025, 21

NOW THEREFORE, 23
BE IT RESOLVED BY THE SENATE OF THE NINETY-FIFTH GENERAL ASSEMBLY OF THE 24
STATE OF ARKANSAS: 25

THAT the Senate: 27
(1) Commend Loy Bailey on his forty-eight (48) years of service 28
to the Arkansas Department of Health; 29
(2) Thank him for his contributions to his community and the 30
state; and 31
(3) Wish him all the best in his retirement. 32

BE IT FURTHER RESOLVED THAT upon adoption, a copy of this resolution be 34
presented to Loy Bailey by the Secretary of the Senate. 35
