Plain English Breakdown

The advisory committee membership list was truncated in the provided source material; therefore, specific member types beyond those explicitly listed (four-year university, community college, local district college, rural campus, Hispanic-serving institution) cannot be confirmed.

Thriving Institution Designations for Higher Education

This law requires the Colorado Department of Higher Education to create a 'thriving institution' label for public colleges and universities that meet specific student success standards.

What This Bill Does

  • Requires the department to set up an advisory committee by January 1, 2027, to help define rules for the designation.
  • Mandates the creation of 'thriving institution' designations based on outcome standards like graduation rates and job earnings.
  • Directs the department to identify schools that meet these standards using only existing state or federal data.
  • Requires the department to notify qualifying schools, which then have 10 days to decide if they want the label.
  • Orders the department to list recognized schools on its website and report their names to the General Assembly.

Who It Names or Affects

  • The Colorado Department of Higher Education
  • Public institutions of higher education, including universities, community colleges, local district colleges, and area technical colleges

Terms To Know

Thriving Institution Designation
A label given to a public college or university that shows strong performance in student outcomes.
Labor Market Outcomes
The income students earn after finishing their education, based on existing data collected by the state or federal government.
Rural Campus
A school location determined to be rural based on factors like geographic isolation and population density.

Limits and Unknowns

  • The law does not provide extra state funding or replace other money for schools that receive the designation.
  • Specific performance numbers, such as exact graduation rate targets, are not listed in this text but will be set by the department later.

Amendments

These notes stay tied to the official amendment files and metadata from the legislature.

L.001

HOU Education

Passed [*]

Plain English: This amendment adds new types of representatives to an advisory committee and allows one person to count for more than one required group.

  • Adds a representative from a college designated as Hispanic-serving by the U.S. Department of Education.
  • Adds a representative from a college designated as first-generation serving by the state department.
  • Includes representatives from colleges with higher-than-average numbers of Pell Grant students or adult and transfer students.
  • Allows one person to serve on the committee while representing multiple different groups at the same time.
  • The text does not explain how these new members will be chosen, only that they must come from specific types of institutions or backgrounds.
L.002

HOU Education

Passed [*]

Plain English: This amendment clarifies that the state will use only existing data to measure student earnings and limits how often a new advisory committee must meet.

  • Defines 'labor market outcomes' as student income after finishing school, using only data already collected by the state or federal government.
  • Requires the department of higher education to rely exclusively on current data without creating new forms, collecting extra information, or making new sharing agreements with other agencies.
  • Sets a rule that an advisory committee must meet at least once in 2027 but only needs to meet again if new designations are added or standards change significantly.
  • Updates the reporting requirement so the department summarizes these designations and any changes during its annual 'SMART ACT' hearing.
  • The amendment text does not explain what specific income levels will qualify a school as 'thriving.'
  • It is unclear which exact state or federal data sources the department must use to calculate student earnings.
  • The text mentions an advisory committee but does not list who should be on it.
L.003

HOU Education

Passed [*]

Plain English: This amendment changes the rules for when and how often Colorado's Department of Higher Education must review data to give 'thriving institution' awards.

  • The department must wait until after it sets up the first round of designations before starting its yearly reviews.
  • Every year, the department has thirty days after public enrollment and graduation reports are released in 2027 (and future years) to take action.
  • If an advisory committee meets that year, the department must get their input before making decisions about these awards.
  • The amendment text only shows specific changes to two sections of the bill and does not explain what happens if no data is available or how exactly the 'thriving' label affects schools.
  • Some technical details about the full process are missing because this document only lists the lines being changed, not the entire law.
L.010

SEN Education

Passed [*]

Plain English: This amendment adds a definition for rural campuses based on factors like location and population, requires the use of existing methods to measure student success, and removes several other sections from the bill.

  • Defines 'rural campus' as an institution that is considered rural due to geographic isolation, low population density, community type, or student enrollment numbers.
  • Requires the department to use current systems for grouping students and calculating performance results instead of creating new ones.
  • Removes specific text from pages 4, 9, and 10 of the original bill that is not included in this amendment.
  • The exact details of what was removed on page 9 are unknown because the full text of those lines is not provided.
  • It is unclear how the department will specifically decide which factors make a campus 'rural' beyond the general list given.
L.012

SEN Education

Passed [*]

Plain English: This amendment allows the head of the Department of Higher Education to appoint people to a new advisory committee even if they already serve on other government groups.

  • The executive director can now choose members for the advisory committee who are also serving on another council, commission, or stakeholder group.
  • This amendment only changes how people are selected; it does not explain what rules these new members must follow while working.
  • The text assumes readers know which specific advisory committee is being discussed based on the rest of the bill.
L.013

SEN Education

Passed [*]

Plain English: This amendment changes when a report must be submitted and adds rules about how voters can delay or approve this law through a referendum.

  • The deadline for submitting the required report is changed from 'within thirty days after' to 'as soon as practicable following'.
  • A new section is added that sets the official start date of the law based on when voters can file a petition to challenge it.
  • The amendment text does not explain what specific report or action must be submitted 'as soon as practicable' because that detail was in the original bill.
  • The exact date the law takes effect depends on when the state legislature officially ends its session, which is listed as a possibility rather than a fixed fact.
L.007

Second Reading

Lost [**]

Plain English: This amendment changes when the bill becomes law so that voters can decide to stop it from starting if they file a petition within 90 days.

  • The bill will not start until after a 90-day waiting period following the end of the legislative session.
  • This amendment was lost, meaning it did not pass and is not part of the final law.
  • The text only explains how to delay or cancel the bill through a vote; it does not explain what the rest of the bill actually requires schools to do.
L.008

Second Reading

Passed [**]

Plain English: This amendment adds a representative from a college or university that serves Native American students to the advisory group for higher education designations.

  • Adds one new member to the advisory committee established by the bill.
  • The text does not explain how this specific representative will be chosen or who they represent exactly beyond their institution type.
  • The amendment only changes a list of members and does not alter other parts of the law regarding funding or rules for institutions.
L.014

Second Reading

Passed [**]

Plain English: This amendment sets a specific deadline of December 31, 2027, for the Department to create new designations called 'Thriving Institution Designations' instead of waiting until after an unspecified event.

  • The bill now requires the department to establish thriving institution designations by December 31, 2027.
