Be it enacted by the General Assembly of the State of Colorado:1
SECTION 1. In Colorado Revised Statutes, 2-3-1203, repeal2
(17)(a)(I); and add (27) as follows:3
2-3-1203. Sunset review of advisory committees - legislative4
declaration - definition - repeal.5
(17) (a) The following statutory authorizations for the designated6
advisory committees will repeal on September 1, 2026:7
(I) The compliance advisory panel to the air pollution control8
division created in section 25-7-109.2, C.R.S.; 9
(27) (a) THE FOLLOWING STATUTORY AUTHORIZATIONS FOR THE10
DESIGNATED ADVISORY COMMITTEES WILL REPEAL ON SEPTEMBER 1,11
2036:12
(I) T HE COMPLIANCE ADVISORY PANEL TO THE AIR POLLUTION13
CONTROL DIVISION CREATED IN SECTION 25-7-109.2.14
(b) THIS SUBSECTION (27) IS REPEALED, EFFECTIVE SEPTEMBER 1,15
2038.16
SECTION 2. In Colorado Revised Statutes, 25-7-109.2, amend17
(6) as follows:18
25-7-109.2. Small business stationary source technical and19
environmental compliance assistance program - rules - advisory20
panel - legislative declaration. 21
(6) The general assembly finds, determines, and declares that this22
section is enacted for purposes of compliance with the provisions of23
section 507 of the federal act, 42 U.S.C. sec. 7661f. Subsections (2), (3),24
and (4) of this section and this subsection (6) are repealed, effective25

September 1, 2026 2036. Prior to said repeal, the compliance advisory1
panel shall be reviewed by a legislative committee of reference,2
designated pursuant to section 2-3-1201, C.R.S., to conduct the review3
pursuant to section 2-3-1203. C.R.S.4
SECTION 3. Act subject to petition - effective date. This act5
takes effect at 12:01 a.m. on the day following the expiration of the6
ninety-day period after final adjournment of the general assembly (August7
12, 2026, if adjournment sine die is on May 13, 2026); except that, if a8
referendum petition is filed pursuant to section 1 (3) of article V of the9
state constitution against this act or an item, section, or part of this act10
within such period, then the act, item, section, or part will not take effect11
unless approved by the people at the general election to be held in12
November 2026 and, in such case, will take effect on the date of the13
official declaration of the vote thereon by the governor.14
