Be it enacted by the General Assembly of the State of Colorado:1
SECTION 1. In Colorado Revised Statutes, 24-31-101, amend2
(1)(v) and (1)(w); and add (1)(x) as follows:3
24-31-101. Powers and duties of attorney general - notice to4
revisor of statutes - repeal.5
(1) The attorney general:6
(v) May expend money, manage staff, and perform other7
administrative functions essential for the operation of a district attorney's8
office when appointed by executive order of the governor; and9
(w) May conduct jail assessments in collaboration with the jail10
standards advisory committee, created pursuant to section 30-10-530,11
pursuant to section 24-31-118; AND12
(x) (I) S HALL SUBMIT TO THE PEACE OFFICERS STANDARDS AND13

TRAINING BOARD A PROPOSAL BY DECEMBER 31, 2030, TO UPDATE1
CURRENT BASIC, RESERVE, AND REFRESHER LAW ENFORCEMENT TRAINING2
ACADEMY PROGRAMS AND IMPROVE THE PEACE OFFICER PERFORMANCE OF3
FUTURE ACADEMY GRADUATES. IF THE P.O.S.T. BOARD DOES NOT ACCEPT4
THE PROPOSAL, THE ATTORNEY GENERAL SHALL SUBMIT A NEW PROPOSAL5
WITHIN ONE YEAR AFTER THE DATE THE P.O.S.T. BOARD DID NOT ACCEPT6
THE PROPOSAL.7
(II) THIS SUBSECTION (1)(x) IS REPEALED IF:8
(A) T HE PEACE OFFICERS STANDARDS AND TRAINING BOARD9
APPROVES A COMPREHENSIVE UPDATE TO LAW ENFORCEMENT TRAINING10
ACADEMY PROGRAMS;11
(B) THE CHAIR OF THE PEACE OFFICERS STANDARDS AND TRAINING12
BOARD SUBMITS A LETTER TO THE JUDICIARY COMMITTEES OF THE HOUSE13
OF REPRESENTATIVES AND THE SENATE, OR ANY SUCCESSOR COMMITTEES,14
OUTLINING THE CHANGES TO THE PROGRAMS; AND15
(C) THE CHAIR OF THE PEACE OFFICERS STANDARDS AND TRAINING16
BOARD NOTIFIES THE REVISOR OF STATUTES IN WRITING OF THE DATE17
WHEN THE CONDITIONS SPECIFIED IN THIS SUBSECTION (1)(x)(II) HAVE18
OCCURRED BY EMAILING THE NOTICE TO19
REVISOROFSTATUTES.GA@COLEG.GOV.20
(III) THIS SUBSECTION (1)(x) IS REPEALED, EFFECTIVE UPON THE21
DATE IDENTIFIED IN THE NOTICE DESCRIBED IN SUBSECTION (1)(x)(II) OF22
THIS SECTION OR , IF THE NOTICE DOES NOT SPECIFY A DATE , UPON THE23
DATE OF THE NOTICE TO THE REVISOR OF STATUTES.24
SECTION 2. In Colorado Revised Statutes, 24-31-302, amend25
(3)(a) as follows:26
24-31-302. Creation of board - members.27

(3) (a) The P.O.S.T. board consists of twenty-four TWENTY-EIGHT1
members. The chair of the P.O.S.T. board is the attorney general, and the2
board shall annually elect from its members a vice-chair. THE CHAIR MAY3
ALLOW ADDITIONAL NONVOTING PERSONS WITH PARTICULAR EXPERTISE4
TO PARTICIPATE IN P.O.S.T. BOARD MEETINGS. The other members shall5
be ARE:6
(I) The special agent in charge of the Denver division of the7
federal bureau of investigation;8
(II) The executive director of the department of public safety or9
the executive director's designee;10
(III) The following members appointed by the governor for terms11
of three years:12
(A) One local government representative;13
(B) Six FIVE active chiefs of police from municipalities of this14
state or state institutions of higher education OF WHICH ONE MUST BE15
FROM AN URBAN MUNICIPALITY , ONE MUST BE FROM A SUBURBAN16
MUNICIPALITY, ONE MUST BE FROM AN INSTITUTION OF HIGHER17
EDUCATION, AND ONE MUST BE FROM A RURAL MUNICIPALITY;18
(C) Six FIVE active sheriffs from counties of this state OF WHICH19
ONE MUST BE FROM AN URBAN COUNTY, ONE MUST BE FROM A SUBURBAN20
COUNTY, AND ONE MUST BE FROM A RURAL COUNTY;21
(D) Three SIX active peace officers with a rank of sergeant or22
below; and23
(E) T HREE ACTIVE P.O.S.T.-CERTIFIED PEACE OFFICERS WITH A24
NONEXECUTIVE RANK FROM STATE LAW ENFORCEMENT AGENCIES;25
(F) Five T HREE non-law-enforcement members. The26
non-law-enforcement members shall complete a citizens' law enforcement27

academy PROGRAM prior to appointment or within one year after1
appointment.2
(G) O NE TRAINING ACADEMY DIRECTOR REPRESENTING A3
COMMUNITY-COLLEGE-OPERATED PEACE OFFICER TRAINING ACADEMY;4
(H) O NE TRAINING ACADEMY DIRECTOR REPRESENTING A5
LAW-ENFORCEMENT-OPERATED PEACE OFFICER TRAINING ACADEMY; AND6
(I) AN EXECUTIVE FROM AN ORGANIZATION REPRESENTING7
RESERVE PEACE OFFICERS.8
SECTION 3. In Colorado Revised Statutes, 24-31-305, amend9
(1)(a) introductory portion, (1)(a)(III), and (1)(a)(IV); and add (1)(a)(V)10
as follows:11
24-31-305. Certification - issuance - renewal - revocation -12
rules - definition.13
(1) (a) Basic peace officer certification requirements shall MUST14
include:15
(III) Passage of examinations administered by the P.O.S.T. board;16
and17
(IV) Current first aid and cardiopulmonary resuscitation18
certificates or their equivalents; AND19
(V) THAT THE CERTIFIED PEACE OFFICER IS AT LEAST TWENTY-ONE20
YEARS OLD OR OLDER.21
SECTION 4. In Colorado Revised Statutes, add 24-31-322 as22
follows:23
24-31-322. Authority to receive training or grants.24
A PEACE OFFICER ACADEMY FULL-TIME INSTRUCTOR IS ELIGIBLE TO25
RECEIVE TRAINING OR GRANTS FOR TRAINING OFFERED BY ANY STATE OR26
LOCAL ENTITY.27

SECTION 5. Act subject to petition - effective date. This act1
takes effect at 12:01 a.m. on the day following the expiration of the2
ninety-day period after final adjournment of the general assembly (August3
12, 2026, if adjournment sine die is on May 13, 2026); except that, if a4
referendum petition is filed pursuant to section 1 (3) of article V of the5
state constitution against this act or an item, section, or part of this act6
within such period, then the act, item, section, or part will not take effect7
unless approved by the people at the general election to be held in8
November 2026 and, in such case, will take effect on the date of the9
official declaration of the vote thereon by the governor.10
