SECTION 1. In Colorado Revised Statutes, add part 5 to article1
63 of title 22 as follows:2

22-63-501. Creation of centralized registry - definitions.5
(1) AS USED IN THIS SECTION, UNLESS THE CONTEXT OTHERWISE6
REQUIRES:7
(a) "ADMINISTRATOR" HAS THE MEANING SET FORTH IN SECTION8
22-63-103.9
(b) "MISCONDUCT" MEANS ANY ACTION THAT WOULD VIOLATE THE10
SCHOOL DISTRICT 'S CONDUCT AND DISCIPLINE CODE APPLICABLE TO11
SCHOOL PERSONNEL OR AN EMPLOYEE'S CONTRACT.12
(c) "PUBLIC SCHOOL" HAS THE MEANING SET FORTH IN SECTION13
22-1-101.14
(d) "REGISTRY" MEANS THE COMPUTERIZED CENTRAL REGISTRY OF15
SCHOOL PERSONNEL IN PUBLIC SCHOOLS WITH DISCIPLINARY RECORDS, AS16
DESCRIBED IN SUBSECTION (2) OF THIS SECTION.17
(e) "SCHOOL DISTRICT" HAS THE MEANING SET FORTH IN SECTION18
22-55.5-102.19
(f) "S CHOOL PERSONNEL" MEANS TEACHERS , ADMINISTRATORS,20
SCHOOL RESOURCE OFFICERS, AND OTHER EMPLOYEES OF A SCHOOL.21
(2) (a) T HE DEPARTMENT OF EDUCATION SHALL CREATE AND22
MAINTAIN A COMPUTERIZED CENTRAL REGISTRY OF EACH DISCIPLINARY23
RECORD OF SCHOOL PERSONNEL'S FOUND MISCONDUCT.24
(b) A SCHOOL SHALL REGISTER ANY SCHOOL PERSONNEL ,25
PURSUANT TO THIS SECTION , WITHIN THIRTY DAYS AFTER DISCIPLINING26
THE SCHOOL PERSONNEL FOR CONDUCT DESCRIBED IN SUBSECTION (2)(a)27

OF THIS SECTION. TO REGISTER SCHOOL PERSONNEL, THE SCHOOL SHALL1
SUBMIT TO THE DEPARTMENT OF EDUCATION THE INFORMATION ABOUT2
THE SCHOOL PERSONNEL DESCRIBED IN SUBSECTION (2)(c) OF THIS3
SECTION.4
(c) THE REGISTRY MUST INCLUDE, AT MINIMUM, THE FOLLOWING5
INFORMATION:6
(I) THE NAME OF THE SCHOOL PERSONNEL;7
(II) THE SCHOOL PERSONNEL'S DATE OF BIRTH;8
(III) THE SCHOOL DISTRICT IN WHICH THE SCHOOL PERSONNEL WAS9
OR REMAINS EMPLOYED; AND10
(IV) ANY PERTINENT DISCIPLINARY RECORD.11
(d) THE REGISTRY IS ONLY ACCESSIBLE TO ADMINISTRATORS, AND12
THE DEPARTMENT OF EDUCATION SHALL PROHIBIT A PERSON WHO IS NOT13
AN ADMINISTRATOR FROM ACCESSING THE INFORMATION IN THE REGISTRY.14
(e) THE REGISTRY MUST INCLUDE THE RELEVANT INFORMATION15
FROM EVERY SCHOOL DISTRICT WITHIN THE STATE.16
SECTION 2. Act subject to petition - effective date. This act17
takes effect at 12:01 a.m. on the day following the expiration of the18
ninety-day period after final adjournment of the general assembly (August19
12, 2026, if adjournment sine die is on May 13, 2026); except that, if a20
referendum petition is filed pursuant to section 1 (3) of article V of the21
state constitution against this act or an item, section, or part of this act22
within such period, then the act, item, section, or part will not take effect23
unless approved by the people at the general election to be held in24
November 2026 and, in such case, will take effect on the date of the25
official declaration of the vote thereon by the governor.26
