Be it enacted by the General Assembly of the State of Colorado:1
SECTION 1. Extension of rules scheduled for expiration May2
15, 2026. (1) The expiration of all rules of agencies in the following3
principal departments, which rules were adopted or amended on or after4
November 1, 2024, and before November 1, 2025, and that are therefore5
scheduled for expiration May 15, 2026, is postponed:6
(a) Department of agriculture;7
(b) Department of corrections;8
(c) Department of early childhood;9
(d) Department of education;10
(e) Department of health care policy and financing;11
(f) Department of higher education;12
(g) Department of human services;13
(h) Department of labor and employment;14
(i) Department of law;15
(j) Department of local affairs;16
(k) Department of military and veterans affairs;17
(l) Department of natural resources;18
(m) Department of personnel;19
(n) Department of public health and environment;20
(o) Department of public safety;21
(p) Department of regulatory agencies;22
(q) Department of revenue;23
(r) Department of state;24
(s) Department of transportation; and25
(t) Department of the treasury.26

(2) The expiration of all rules of the public employees' retirement1
association, which rules were adopted or amended on or after November2
1, 2024, and before November 1, 2025, and which are therefore scheduled3
for expiration May 15, 2026, is postponed.4
(3) The expiration of all rules of the board of equalization, which5
rules were adopted or amended on or after November 1, 2024, and before6
November 1, 2025, and which are therefore scheduled for expiration May7
15, 2026, is postponed.8
(4) The recommendations of the committee on legal services as9
reflected in this act apply to the specified rules in the form in which the10
rules were considered and acted upon by the committee. Any amendments11
or other changes in the specified rules that became effective before12
November 1, 2025, that comply with the recommendations of the13
committee on legal services are not affected by this act. Any subsequent14
amendments or other changes in the specified rules that became effective15
on or after November 1, 2025, are not affected by this act.16
SECTION 2. Safety clause. The general assembly finds,17
determines, and declares that this act is necessary for the immediate18
preservation of the public peace, health, or safety or for appropriations for19
the support and maintenance of the departments of the state and state20
institutions.21
