SECTION 1. In Colorado Revised Statutes, 2-2-1305.5, amend1
(1) as follows:2
2-2-1305.5. Representative Hugh McKean and Senator Faith3
Winter Colorado youth advisory council review committee - created.4
(1) There is created in the legislative branch the Representative5
Hugh McKean AND SENATOR FAITH WINTER Colorado youth advisory6
council review committee to review the council's work. The committee7
is comprised of ten members, as described in subsection (2) of this8
section.9
SECTION 2. In Colorado Revised Statutes, 2-2-1301.5, amend10
(4) as follows:11
2-2-1301.5. Definitions.12
As used in this part 13, unless the context otherwise requires:13
(4) "Review committee" means the Representative Hugh McKean14
AND SENATOR FAITH WINTER Colorado youth advisory council review15
committee created in section 2-2-1305.5.16
SECTION 3. Act subject to petition - effective date. This act17
takes effect at 12:01 a.m. on the day following the expiration of the18
ninety-day period after final adjournment of the general assembly (August19
12, 2026, if adjournment sine die is on May 13, 2026); except that, if a20
referendum petition is filed pursuant to section 1 (3) of article V of the21
state constitution against this act or an item, section, or part of this act22
within such period, then the act, item, section, or part will not take effect23
unless approved by the people at the general election to be held in24
November 2026 and, in such case, will take effect on the date of the25
official declaration of the vote thereon by the governor.26
