House, that the bill ought to pass.

AN ACT AUTHORIZING THE DEPARTMENT OF PUBLIC HEALTH TO
RELEASE INFORMATION RELATING TO AN ACKNOWLEDGMENT OF
PARENTAGE TO THE DEPARTMENT OF CHILDREN AND FAMILIES.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:

Section 1. Section 46b-486 of the general statutes is repealed and the 1
following is substituted in lieu thereof (Effective October 1, 2026): 2
The Department of Public Health may release information relating to 3
an acknowledgment of parentage to (1) a signatory of the 4
acknowledgment, (2) the child if such child is eighteen years of age or 5
older, (3) a guardian of the person whose parentage is acknowledged, 6
(4) an attorney representing a person to whom such information may be 7
released, (5) a court, (6) a federal agency, (7) an authorized 8
representative of the Department of Social Services, (8) an authorized 9
representative of the Department of Children and Families, (9) the child 10
support agency of this state, (10) any agency acting under a cooperative 11
or purchase of service agreement with the child support agency of this 12
state, and (11) the child support agency of another state. 13

This act shall take effect as follows and shall amend the following
sections:

AN ACT AUTHORIZING THE DEPARTMENT OF PUBLIC HEALTH
TO RELEASE INFORMATION RELATING TO AN
ACKNOWLEDGMENT OF PARENTAGE TO THE DEPARTMENT OF
CHILDREN AND FAMILIES.

SUMMARY
This bill adds an authorized Department of Children and Families
representative to the existing list of people and entities that the
Department of Public Health (DPH) may give information to about an
acknowledgment of parentage.
By law, DPH may also release information on an acknowledgment of
parentage to a n acknowledgment signatory, the child if he or she is at
least age 18, a guardian of the person whose parentage is acknowledged,
an attorney representing a person to whom the information may be
given, a court, a federal agency, an authorized Department of Social
Services representative, the state child support agency, any agency
acting under a cooperative or purchase of service agreement with
Connecticut’s child support agency, a nd another state’s child support
agency. By law, DPH keeps a parentage registry of completed
acknowledgement of parentage forms.
