Chairperson of the Committee on the part of the House, that the
bill ought to pass.
AN ACT ESTABLISHING AN ELECTRONIC PORTAL FOR
APPLICATIONS FOR STATE GRANT PROGRAMS.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
Section 1. Section 4 -68dd of the general statutes is repealed and the 1
following is substituted in lieu thereof (Effective July 1, 2026): 2
(a) [The] Not later than July 1, 2027, the Secretary of the Office of 3
Policy and Management shall, within available appropriations, 4
establish and maintain a single electronic portal available on the Internet 5
and located on the Office of Policy and Management's Internet web site 6
concerning grants administered or provided by state agencies for the 7
purpose of posting all state-funded [municipal] grant applications. Such 8
electronic portal shall be known as the [Municipal] State Grant Portal. 9
(b) The [Municipal] State Grant Portal shall include, but not be 10
limited to: (1) All state -funded [municipal] grant applications , [and 11
municipal reimbursement request forms, ] (2) a searchable database for 12

locating information regarding state -funded [municipal] grants, [and] 13
(3) an Internet web page dedicated to state -funded municipal grant 14
applications and municipal reimbursement request forms, and (4) 15
features to encourage the active recruitment and participation of 16
municipalities and other interested parties in the state -funded 17
[municipal] grant application process. 18
This act shall take effect as follows and shall amend the following
sections:

Explanation
The bill expands the requirements for a Municipal Grant Portal on
the Office of Policy and Management's (OPM) website to include (1) all
state-funded grant applications, and (2) a webpage dedicated to state
funded municipal grant applications and municipal request forms by
July 1, 2027. This results in a one-time cost of $200,000 to OPM in FY 27
for a consultant to assist in completing this work.

AN ACT ESTABLISHING AN ELECTRONIC PORTAL FOR
APPLICATIONS FOR STATE GRANT PROGRAMS.
SUMMARY
Current law requires the Office of Policy and Management (OPM)
secretary, within available appropriations, to establish and maintain on
OPM’s website the Municipal Grant Portal for posting all state -funded
municipal grant applications. (In practice, OPM is in the process of
developing the portal.)
This bill (1) expands the portal’s purpose to cover all state -funded
grant applications for grants administered or provided by state
agencies; (2) renames the portal as the “State Grant Portal”; (3) requires
it to include a webpage dedicated to state -funded municipal grant
applications and municipal request forms (as current law requires for
the Municipal Grant Portal); and (4) sets a July 1, 2027, deadline for the
secretary to establish the portal.
As under current law, the portal must include (1) a searchable
database for locating information about the grants and (2) features to
encourage active recruitment and participation in the grant application
process. (The bill makes conforming changes so that these requirements
apply to all state-funded grants and not just municipal ones.)
