WALKER of the 93rd Dist., Chairperson of the Committee on
the part of the House, that the substitute bill ought to pass.
AN ACT CONCERNING A STUDY OF UNIDENTIFIED AERIAL
PHENOMENA.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
Section 1. (Effective October 1, 2026 ) (a) The Office of Legislative 1
Management shall, within available resources, contract with a nonprofit 2
organization that advises state government and industry in the 3
application of science and engineering to study unidentified aerial 4
phenomena. In conducting such study, such organization shall consult 5
with personnel from the Department of Emergency Services and Public 6
Protection, the Department of Energy and Environmental Protection, 7
the Office of Military Affairs and the director of the Connecticut chapter 8
of the national nonprofit organization dedicated to the investigation of 9
UFO sightings, abductions and other unexplained phenomena, as 10
deemed necessary to obtain information. Such study shall include, but 11
need not be limited to: (1) Benefits of establishing a state center for the 12
study of unidentified aerial phenomena; and (2) resources necessary to 13
establish and operate such center. At the conclusion of the study, such 14

organization shall report the results of the study to the executive 15
director of the Office of Legislative Management. 16
(b) Not later than July 1, 2027, the executive director of the Office of 17
Legislative Management shall report the results of the study to the joint 18
standing committees of the General Assembly having cognizance of 19
matters relating to public safety, the environment, military affairs and 20
appropriations and the budgets of state agencies, in accordance with the 21
provisions of section 11-4a of the general statutes. 22
This act shall take effect as follows and shall amend the following
sections:

Explanation
The bill requires the Office of Legislative Management (OLM) to
contract with a nonprofit organization to study unidentified aerial
phenomena resulting in no fiscal impact to the state. OLM has a
standing contract with the Connecticut Academy of Science a nd
Engineering (CASE) to conduct legislative directed studies and CASE
has the expertise to meet the requirements of the bill.

AN ACT CONCERNING A STUDY OF UNIDENTIFIED AERIAL
PHENOMENA.
SUMMARY:
The bill requires the Office of Legislative Management (OLM) to
contract with a nonprofit that advises state government in the
application of science and engineering to study unidentified aerial
phenomena, within available resources.
The bill requires the organization to consult with the Department of
Emergency Services and Public Protection, Office of Military Affairs,
and the director of the Connecticut chapter of the national nonprofit
organization dedicated to the investigation of UFO sightings,
abductions and other unexplained phenomena while conducting the
study.
The study is required to include:
1. Benefits of establishing a state center for the study of
unidentified aerial phenomena
2. Resources necessary to establish and operate such center.
The executive director of OLM is required to report the results of the
study to the Public Safety, Environment, Military Affairs, and
Appropriations Committees not later than July 1, 2027.
