the part of the House, that the substitute bill ought to pass.

AN ACT PROHIBITING THE DIVISION OF STATE POLICE AND
MUNICIPAL POLICE DEPARTMENTS FROM ACCEPTING CERTAIN
FEDERAL GRANTS RELATED TO CANNABIS GROWN ON PRIVATE
LAND.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:

Section 1. Section 21a -420b of the general statutes is amended by 1
adding subsection (f) as follows (Effective October 1, 2026): 2
(NEW) (f) Neither the Division of State Police within the Department 3
of Emergency Services and Public Protection nor any municipal police 4
department shall accept a federal grant to conduct any program related 5
to the surveillance of, search for or destruction of cannabis grown on 6
private land. 7
This act shall take effect as follows and shall amend the following
sections:

FEDERAL GRANTS RELATED TO CANNABIS GROWN ON
PRIVATE LAND.

SUMMARY
This bill bans the State Police and municipal police departments from
accepting federal grants to conduct any program related to surveilling,
searching for, or destroying cannabis grown on private land.
Existing law prohibits state and local law enforcement officers from
expending state or local resources in certain actions related to cannabis.
This includes using the officer’s time; making certain arrests or seizures,
or conducting investigations solely based on an activity that they believe
constitutes a federal law violation ; and providing information or
logistical support to a federal law enforcement authority for an activity
they believe is a violation of federal but not state law.
