Clarifying Civil Service Board Duties

This law updates the rules for how local civil service boards classify government workers and set deadlines.

What This Bill Does

  • Replaces Section 7-411 of the state statutes with new language effective October 1, 2026.
  • Requires the civil service board to finish classifying officers and employees within ninety days after commissioners are first appointed.
  • Allows the board to choose whether certain policy leaders, deputies, or secretaries must take tests before being hired.
  • Defines which workers belong in the classified civil service system based on these rules.

Who It Names or Affects

  • Local civil service boards
  • Government officers and employees covered by merit systems

Terms To Know

Civil Service Board
A local group that manages rules for hiring government workers.
Merit System
A system where jobs are filled based on skills and tests rather than political connections.

Limits and Unknowns

  • The law does not say how much money it will cost to enforce.
  • The text only changes the deadline for classification, not other parts of civil service rules.
