SEN. GASTON of the 23rd Dist., Chairperson of the Committee
on the part of the Senate, that the bill ought to pass.

AN ACT ESTABLISHING A WORKING GROUP TO STUDY THE
STATUTORY ROLES OF THE VARIOUS LAW ENFORCEMENT AND
PUBLIC SAFETY POSITIONS IN THE STATE.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:

Section 1. ( Effective from passage ) (a) The chairpersons of the joint 1
standing committee of the General Assembly having cognizance of 2
matters relating to public safety and security shall convene a working 3
group to study the statutory roles of the various law enforcement and 4
public safety positions in the state, as set forth in the general statutes. 5
Such study shall include, but need not be limited to, an identification of 6
the various positions performing law enforcement and public safety 7
functions throughout the state, an identification of the specific 8
jurisdiction and responsibilities of such positions, an assessment of 9
which such positions are required to be trained or certified by the Police 10
Officer Standards and Training Council and an assessment of any 11
statutory changes that may be necessary for the purpose of 12
appropriately defining such positions or for any other purpose related 13
to the objectives of the working group. 14

(b) The working group shall include, but need not be limited to, the 15
following members: 16
(1) The chairpersons and ranking members of the joint standing 17
committee of the General Assembly having cognizance of matters 18
relating to public safety and security, or their designees; 19
(2) The Commissioner of Emergency Services and Public Protection, 20
or the commissioner's designee; 21
(3) The Commissioner of Correction, or the commissioner's designee; 22
(4) One representative of the Court Support Services Division of the 23
Judicial Branch, who shall be appointed by the chairpersons of the joint 24
standing committee of the General Assembly having cognizance of 25
matters relating to public safety and security; 26
(5) One representative of the Police Officer Standards and Training 27
Council, who shall be appointed by the chairpersons of the joint 28
standing committee of the General Assembly having cognizance of 29
matters relating to public safety and security; 30
(6) One representative of the Connecticut Police Chiefs Association, 31
who shall be appointed by the chairpersons of the joint standing 32
committee of the General Assembly having cognizance of matters 33
relating to public safety and security; and 34
(7) Any additional members, as deemed necessary by the 35
chairpersons of the joint standing committee of the General Assembly 36
having cognizance of matters relating to public safety and security. 37
(c) The chairpersons of the joint standing committee of the General 38
Assembly having cognizance of matters relating to public safety and 39
security shall schedule the first meeting of the working group, which 40
shall be held not later than sixty days after the effective date of this 41
section. 42
(d) The members of the working group shall select two 43

cochairpersons from among the members of the working group. 44
(e) The administrative staff of the joint standing committee of the 45
General Assembly having cognizance of matters relating to public safety 46
and security shall serve as administrative staff of the working group. 47
(f) Not later than January 1, 2027, the working group shall submit a 48
report on its findings and recommendations, including any proposed 49
legislative proposals, to the joint standing committee of the General 50
Assembly having cognizance of matters relating to public safety and 51
security, in accordance with the provisions of section 11 -4a of the 52
general statutes. The working group shall terminate on the date that it 53
submits such report or January 1, 2027, whichever is later. 54
This act shall take effect as follows and shall amend the following
sections:
