The Committee on Public Safety and Security reported through
SEN. GASTON of the 23rd Dist., Chairperson of the Committee
on the part of the Senate, that the substitute bill ought to pass.

AN ACT CONCERNING STATE POLICE ASSIGNED TO HIGHWAY
CONSTRUCTION PROJECTS.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:

Section 1. Subsection (e) of section 29 -4 of the general statutes is 1
repealed and the following is substituted in lieu thereof (Effective from 2
passage): 3
(e) [Salaries] (1) Except as provided in an agreement executed 4
pursuant to subdivision (2) of this section, salaries of the members of the 5
Division of State Police within the Department of Emergency Services 6
and Public Protection shall be fixed by the Commissioner of 7
Administrative Services as provided in section 4 -40. State police 8
personnel may be promoted, demoted, suspended or removed by the 9
commissioner, but no final dismissal from the service shall be ordered 10
until a hearing has been had before the Commissioner of Emergency 11
Services and Public Protection on charges preferred against such officer. 12
Each state police officer shall, before entering upon such officer's duties, 13
be sworn to the faithful performance of such duties. The Commissioner 14

of Emergency Services and Public Protection shall designate an 15
adequate patrol force for motor patrol work exclusively. 16
(2) For any sworn member of the Division of State Police within the 17
Department of Emergency Services and Public Protection assigned to a 18
highway construction project administered by the Department of 19
Transportation, such sworn member shall be paid at a rate established 20
pursuant to an agreement executed between the Commissioner of 21
Emergency Services and Public Protection and the Commissioner of 22
Transportation on or after the effective date of this section. 23
This act shall take effect as follows and shall amend the following
sections:

AN ACT CONCERNING STATE POLICE ASSIGNED TO HIGHWAY
CONSTRUCTION PROJECTS.

SUMMARY
Starting the day it passes, this bill requires sworn members of the
State Police who are assigned to a Department of Transportation (DOT)-
administered highway construction project to be paid at a rate
established under an agreement executed between the DOT
commissioner and the Department of Emergency Services and Public
Protection commissioner. The bill’s requirement supersedes existing
law that otherwise requires State Police members’ salaries to be fixed by
the Department of Administrative Services commissioner.
