reported through SEN. FLEXER of the 29th Dist., Chairperson
of the Committee on the part of the Senate, that the bill ought to
pass.
AN ACT MAKING TECHNICAL CHANGES CONCERNING
ELECTIONS.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
Section 1. Section 9 -225 of the general statutes is repealed and the 1
following is substituted in lieu thereof (Effective October 1, 2026): 2
(a) The town clerk or assistant town clerk of each town shall warn the 3
electors [therein] in such town to meet on the Tuesday following the first 4
Monday in November in the even -numbered years, at six o'clock a.m., 5
which warning shall be given by publication (1) in a newspaper having 6
a general circulation in such town, or towns in the case of a joint 7
publication under subsection (b) of this section, not more than fifteen 8
nor less than five days previous to the commencement of the period of 9
early voting at such election, and (2) on such town's Internet web site, 10
not more than fifteen nor less than five days previous to the 11
commencement of the period of early voting at such election. The clerk 12
in each town shall, in the warning for such election, give notice of (A) 13

the time and the location of each polling place in the town, (B) in towns 14
divided into voting districts, the time and the location of each polling 15
place in each district, (C) the time and the site of each location 16
designated for same -day election registration in the town, and (D) the 17
time and the site of each location designated for the conduct of early 18
voting, at which such election will be held. The town clerk shall record 19
each such warning. 20
(b) Notwithstanding the provisions of any charter or home rule 21
ordinance, the warning under subsection (a) of this section may be 22
published jointly by two or more towns in a newspaper, provided all 23
other requirements of this section with respect to such warning are met. 24
Sec. 2. Section 9 -226 of the general statutes is repealed and the 25
following is substituted in lieu thereof (Effective October 1, 2026): 26
The warning of each municipal election shall specify the objects for 27
which such election is to be held. Notice of a town election shall be given 28
by the town clerk or assistant town clerk, by publishing a warning (1) in 29
a newspaper published in such town or having a general circulation 30
[therein] in such town, such publication to be not more than fifteen nor 31
less than five days previous to the commencement of the period of early 32
voting at the election, and (2) on such town's Internet web site, such 33
publication to be not more than fifteen nor less than five days previous 34
to the commencement of the period of early voting at the election. The 35
town clerk in each town shall, in the warning for such election, give 36
notice of (A) the time and the location of each polling place in the town, 37
(B) in towns divided into voting districts, the time and the location of 38
each polling place in each district, (C) the time and the site of each 39
location designated for same-day election registration, and (D) the time 40
and the site of each location designated for the conduct of early voting, 41
in the town. The town clerk shall record each such warning. N otice of 42
an election of a city or borough shall be given by publishing a warning 43
(i) in a newspaper published within the limits of such city or borough 44
or having a general circulation [therein] in such city or borough , not 45
more than fifteen nor less than five days previous to the commencement 46

of the period of early voting at the election, and (ii) on the Internet web 47
site of such city or borough, or of the town having such city or borough 48
within such town's limits, not more than fifteen nor less than five days 49
previous to the commencement of the period of early voting at the 50
election, which warning shall include notice of (I) the time and the 51
location of each polling place in such city or borough, (II) in cities and 52
boroughs divided into voting districts, the time and the location of each 53
polling place in each district, (III) the time and the site of each location 54
designated for same-day election registration in such city or borough , 55
and (IV) the time and the site of each location designated for the conduct 56
of early voting in such city or borough. 57
This act shall take effect as follows and shall amend the following
sections:
