The Committee on Judiciary reported through SEN. WINFIELD
of the 10th Dist., Chairperson of the Committee on the part of
the Senate, that the bill ought to pass.

AN ACT CONCERNING THE CORRECTION ADVISORY COMMITTEE.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:

Section 1. Subsection (a) of section 18 -81jj of the 2026 supplement to 1
the general statutes is repealed and the following is substituted in lieu 2
thereof (Effective October 1, 2026): 3
(a) There is established the Correction Advisory Committee that shall 4
consist of eleven members [. Such members] who shall be appointed as 5
follows: 6
(1) One who is directly impacted, appointed by the Senate 7
chairperson of the joint standing committee of the General Assembly 8
having cognizance of matters relating to the Department of Correction; 9
(2) One who has expertise in law, specifically the rights of 10
incarcerated persons, appointed by the House chairperson of the joint 11
standing committee of the General Assembly having cognizance of 12
matters relating to the Department of Correction; 13

(3) One who has a demonstrated interest in advancing the rights and 14
welfare of incarcerated persons, appointed by the president pro tempore 15
of the Senate; 16
(4) One who has a demonstrated interest in advancing the rights and 17
welfare of incarcerated persons, appointed by the speaker of the House 18
of Representatives; 19
(5) One who has expertise in the provision of mental health care to 20
incarcerated persons or formerly incarcerated persons, appointed by the 21
minority leader of the Senate; 22
(6) One who has expertise in the provision of medical care to 23
incarcerated persons or formerly incarcerated persons, appointed by the 24
minority leader of the House of Representatives; 25
(7) One [of whom] who is a victim of a violent crime, a person who 26
advocates for victims' rights or an attorney who has represented a victim 27
of a violent crime, appointed by the House ranking member of the joint 28
standing committee of the General Assembly having cognizance of 29
matters relating to the Department of Correction; 30
(8) One who has an expertise in corrections, appointed by the Senate 31
ranking member of the joint standing committee of the General 32
Assembly having cognizance of matters relating to the Department of 33
Correction; and 34
(9) Three who are appointed by the Governor, one of whom has 35
expertise in corrections, one of whom has expertise in medication in a 36
correctional setting and one of whom is directly impacted. 37
This act shall take effect as follows and shall amend the following
sections:
