HOUSE SUBSTITUTE NO. 1

FOR

HOUSE BILL NO. 155

AMEND House Substitute No. 1 for House Bill No. 155 by inserting after line 7 the following:

“Section 2. Amend § 5813, Title 29 of the Delaware Code by making deletions as shown by strike through and insertions as shown by underline as follows:

§ 5813. Report disclosing financial information.

(a) Every public officer as defined in § 5812 of this title shall electronically file a report disclosing financial interests, as hereinafter provided. Each electronic report shall be submitted and electronically verified through the database maintained by the Commission for such records and shall include at least the following information:

e. Any gift with a value in excess of $250 received from any person, identifying also in each case the amount of each such gift. For purposes of compliance with this gift reporting obligation, the recipient may rely in good faith upon the representation of the source of the gift as to the gift’s value; and

f. Any travel expenses which shall include expenses relating to transportation, lodging, entertainment, food and beverage, which in aggregate total in excess of $250 paid for by any person, government, or entity, not including the State of Delaware. For purposes of compliance with this paragraph reporting obligation, the recipient may rely in good faith upon the representation of value made by the source of the expense payments; and

”

(5) Each creditor to whom the public officer was indebted for a period of 90 consecutive days or more during the preceding calendar year in an aggregate amount in excess of $1,000.

FURTHER AMEND House Substitute No. 1 for House Bill No. 155 on line 8 by deleting the phrase “Section 2” and inserting in lieu thereof the phrase “Section 3”.

FURTHER AMEND House Substitute No. 1 for House Bill No. 155 on line 14 by deleting the phrase “Section 3” and inserting in lieu thereof the phrase “Section 4”.
